Proposal to pilot buses exclusively for students in Hanoi and Ho Chi Minh City

Discussing the socio-economic situation in the group on the morning of October 26, delegate Vuong Quoc Thang (National Assembly delegation of Quang Nam province) commented that in recent years, the infrastructure system in Vietnam, especially the transport infrastructure, has received investment attention, so traffic congestion in big cities has improved significantly.

"In the two big cities of Hanoi and Ho Chi Minh City, traffic congestion still occurs during rush hour. This is a problem that is causing frustration for traffic participants, greatly affecting the socio-economic development situation. In 2022, in Ho Chi Minh City alone, Deputy Director of the Department of Transport Phan Cong Bang said that traffic congestion is estimated to have caused a loss of about 6 billion USD," said delegate Vuong Quoc Thang.

According to him, this congestion phenomenon only appears during rush hour, at certain locations and routes.

In recent times, the Government and some localities have made great efforts to implement remedial measures such as investing in the application of science and technology, improving the quality of infrastructure systems and traffic signal control; strictly handling cases of traffic violations, encroachment on roads and sidewalks; improving the efficiency of the public transport system; dividing the traffic system; implementing a public bicycle rental model in the inner city; adjusting study and work time; limiting students from studying in the wrong area... to reduce the number of people participating in traffic during rush hours.

However, the level of improvement at some locations and routes is still unclear - especially the area in front of the school gates during pick-up and drop-off times.

"Given the above situation, in my opinion, the Government should assign relevant agencies to research and evaluate to soon have an investment policy to apply a school bus system with support from the State budget, initially piloting the application in Hanoi and Ho Chi Minh City," the delegate from Quang Nam proposed.

According to Mr. Thang, many countries in the world are operating separate bus systems for high school students. The application of science and technology to the bus system and operation process helps to minimize risks for participants, increase efficiency and effectiveness of transportation, such as: Installing vehicle positioning devices; applying a system to optimize travel routes and pick-up points; using a smart camera system including the feature to identify remaining people on the bus (if any) ...

In Vietnam, some big cities have a school bus system but it is only applied in some private educational institutions. This system only meets a part of the needs of a very small part of the population, the cost is relatively high, not suitable for the majority's ability to pay.

Delegate Vuong Quoc Thang said that if the school bus model is widely applied with investment and support from the State, its effectiveness will have a clear impact on the socio-economic situation, such as: Improving traffic congestion in big cities, especially in front of school gates; reducing emissions of dust and smoke that pollute the city; reducing the burden of parents on transportation. Thanks to that, parents can focus their time and intelligence to work more effectively, promoting increased labor productivity...

According to Mr. Thang, the school bus model also helps improve student management before and after school, limiting negative activities and even social evils.
