Asking for opinions on raising the height of Thanh Cong apartment complex

The Hanoi People's Committee has just agreed to let Ba Dinh district study a plan to increase the maximum height to 40 floors for the old Thanh Cong apartment building when renovating and rebuilding.

Thanh Cong Apartment Complex currently has 68 buildings from 2-5 floors high, built from 1979-1982, with a total population of about 13,400.

Of these, there is one apartment building with level D danger (dangerous, residents need to be relocated), which is building G6A, 6 apartment buildings with level C danger (dangerous, severely damaged), and 14 buildings with level B danger (with dangerous structures).

A new apartment building, the 18-storey C1 apartment building, was put into use in 2018. In the area, there are also more than 500 households living in individual housing projects (subdivided collective housing and other adjacent houses).

It is noted that most of the apartments in the apartment complex have deteriorated. Most of the households have built extensions to increase their living space, causing the exterior of the house to be deformed, and many walls and floors to peel and crack.

Because the building has been built for many years, many apartments are often damp and leaky when it rains. The public areas have been encroached upon to become houses combined with shops. The first floor is used for business rental.

According to the Hanoi People's Committee, the Thanh Cong residential area planning study project covers more than 23 hectares, with a total expected population of more than 19,500 people.

The city requested the People's Committee of Ba Dinh district and the consulting unit to study and supplement and develop green space, possibly combining underground space; some renovated and renovated technical infrastructure land areas are combined and integrated into green space and landscape.

In particular, for the “core” space, higher-rise development will be studied. This is the area where apartments and resettlement will be arranged with a maximum height of 40 floors, applying key works for the TOD area (urban development oriented towards public transport connection), according to the provisions of the Capital Law.

It is expected that after renovation, the current 68 buildings will be reduced to 24 high-rise buildings. The total resettlement area is expected to be nearly 520,000m2, equivalent to the apartment usage target of 29m2/person.

Women are given priority to rent social housing in Ho Chi Minh City

The People's Committee of Ho Chi Minh City has just issued regulations on priority for those eligible to rent social housing built by the state with public investment capital and standards and conditions for purchasing, renting, and leasing social housing in the area.

Regarding the rental of social housing built with public investment capital, the order of priority is as follows: people with revolutionary contributions; relatives of martyrs; people with disabilities; people arranged for resettlement in the form of purchasing or renting social housing; women; poor and near-poor households in rural areas;

Poor and near-poor households in rural areas in areas frequently affected by natural disasters and climate change; poor and near-poor households in urban areas; subjects as prescribed in Clause 3, Article 3 of Decree 73/2023/ND-CP recognized by competent authorities; cadres, civil servants and public employees as prescribed by law on cadres, civil servants and public employees.

The HCMC People's Committee assigns the Department of Construction or the housing management and operation unit to make a list of priority orders according to regulations to arrange for social housing rental until the quantity is exhausted, without going through the lottery. In case of the same priority order, the selection will be based on the time of application submission.

For the remaining subjects, the selection is by direct or online lottery. In case the housing management and operation unit organizes the lottery, the Department of Construction must supervise. The lottery must have a record of the results.

According to the Government's Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the 2021-2030 period", Ho Chi Minh City is assigned the target of developing 69,700 houses.

From 2021 to December 2024, Ho Chi Minh City has completed 6 projects with a total scale of 2,745 units, and is under construction of 4 projects with a scale of 2,874 units. Currently, the city is handling legal procedures for 21 social housing projects with a total scale of 40,000 units.

This year alone, Ho Chi Minh City plans to approve investment policies for 5 projects with a scale of 20,000 apartments. It will start construction on 8 projects with a scale of 8,000 apartments. At the same time, it will organize bidding to select investors for 8 public land lots with about 10,000 apartments, of which it strives to start construction on 3 projects.

Bac Giang auctions nearly 300 plots of land

293 plots of land in Tan Yen and Hiep Hoa districts, Bac Giang province will be auctioned in March and April. The highest starting price is nearly 4 billion and the lowest is 640 million VND/plot.

In Tan Yen district, Dai Duong Group Joint Stock Auction Company in coordination with the Center for Land Fund Development and Traffic Order, Construction and Environment Management of Tan Yen district will organize an auction of the right to use 105 land plots on the morning of March 26.

Accordingly, 105 auctioned land plots are located in the communes of Ngoc Chau, Ngoc Thien, Ngoc Van and Lan Gioi commune (now Quang Trung commune).

The area of ​​the plots ranges from 94-158.6m2. The unit price ranges from 6-10 million VND/m2, equivalent to each plot having a starting price from 648 million to over 1.5 billion VND.

Time for selling and receiving auction documents until 5:00 p.m. on March 21, at the headquarters of Dai Duong Group Joint Stock Auction Company and the Center for Land Fund Development and Management of Traffic Order, Construction and Environment of Tan Yen District.

Auction method is by direct voting in one round at the auction, ascending price method. The auction will be held at Tan Yen District Cultural House.

Also at the above auction location, on the morning of March 2, Dai Duong Group Joint Stock Auction Company and the Center for Land Fund Development and Traffic Order, Construction and Environment Management of Tan Yen District continued to organize the auction of 110 land plots, which are assets of the People's Committee of Yen Tan District.

Specifically, the auctioned land lots are located in the communes of Lien Son, Song Van, Viet Lap, Tan Trung, Phuc Hoa, Dai Hoa (now Quang Trung commune), Lam Cot (now Lam Son commune), Phuc Son (now Lam Son commune), Cao Thuong town and Nha Nam town.

The area of ​​the plots ranges from 80-222.7m2. The unit price ranges from 5.8-25 million VND/m2; equivalent to each plot having a starting price from 640 million to nearly 4 billion VND.

Auction participants need to submit their documents by 5:00 p.m. on March 28, at the headquarters of Dai Duong Group Joint Stock Auction Company and the Center for Land Fund Development and Traffic Order, Construction and Environment Management of Tan Yen District.

Auction form by direct voting with one round of bidding at the auction, ascending price method.

In Hiep Hoa district, Dai Duong Group Joint Stock Auction Company and Hiep Hoa District Land Fund and Industrial Cluster Development Center will organize an auction of 78 land plots on the morning of April 5.

The auctioned land lots are the property of the People's Committee of Hiep Hoa district, located in Bac Ly - Huong Lam residential area (phase 1), Bac Ly town.

Lot area from 101.5-154m2. Unit price 15 million VND/m2; equivalent to each lot starting price from over 1.5 billion to over 2.3 billion VND.

The deadline for submitting auction documents is 5:00 p.m. on April 2, at Dai Duong Group Joint Stock Auction Company, Land Fund Development Center and Industrial Cluster, Hiep Hoa District.

Auction by direct voting at the auction, 1 round. Ascending bid method for each plot.

The auction will be held at the hall of Hiep Hoa District People's Committee.
