Currently, most of these assets have been converted into cash and held in custodian banks in the EU.

Poland and the Baltic states have strongly supported the seizure of Moscow’s assets to finance the reconstruction of Eastern Europe. However, many other EU countries have opposed it, fearing legal risks and negative impacts on Europe’s financial reputation.

"We are thinking about the end of the Ukrainian conflict, about peace talks. And people are starting to realize that keeping these assets may be more important than confiscating them and not knowing what to do with them," an EU diplomat told DW .

* Also on March 20, European Trade Commissioner Valdis Dombrovskis revealed that the EU will not release frozen Russian assets until Moscow pays compensation to Kiev.

“The G7 has decided that those assets will not be returned to Russia unless Moscow pays reparations,” he stressed. “It is important that we firmly support that position. I think that creates important leverage with Russia.”

The statement was made by an EU official after US President Donald Trump changed his policy on Ukraine and the 27-member bloc.

“If the US partially lifts sanctions against Russia, including freezing assets, it does not mean that the EU will automatically do the same,” said Mr. Dombrovskis.

The 27-member bloc remains committed to increasing pressure on Russia through additional sanctions, while at the same time more strictly enforcing existing measures.

Russia has repeatedly condemned any attempts to confiscate frozen assets, calling them "theft."

It also warned of serious legal consequences and hinted at possible retaliation by targeting Western businesses operating in Russia.
