Proposed level of support for leaders of the Advisory Council, Advisory Board of the Fatherland Front at provincial and district levels in Hai Duong

The Provincial People's Committee reviewed 3 submissions from the Department of Finance on policies and regimes related to the Fatherland Front at all levels in the province.

At the meeting of the Hai Duong Provincial People's Committee on the morning of November 21, the Department of Finance reported the proposals to the Provincial People's Committee to submit to the Provincial People's Council to issue 3 Resolutions: regulating the content and level of expenditure to ensure the activities of the Advisory Council under the Provincial Fatherland Front Committee, the Advisory Board under the Fatherland Front Committee at district level in Hai Duong province; regulating the regime of expenditure for reception, visits, and congratulations for a number of subjects implemented by the Vietnam Fatherland Front Committees at all levels in Hai Duong province; regulating the content and level of expenditure to ensure the activities of social supervision and criticism of the Vietnam Fatherland Front Committee and socio-political organizations in Hai Duong province.

Notably, the Department of Finance proposed monthly operating support for the Chairman and Vice Chairman of the Advisory Council of the Provincial Fatherland Front Committee; the Head and Vice Head of the Advisory Board of the District Fatherland Front Committee, who are not entitled to salaries from the state budget. In addition, there are expenses for conferences, seminars, business expenses, purchasing documents, stationery, writing reports and giving written comments, and other expenses directly related to consulting activities (if any).

The monthly operating support expense for the Chairman of the Advisory Council is equal to 1 time the basic salary, the Vice Chairman is equal to 0.8 times the basic salary. The Head of the Advisory Board is equal to 0.15 times the basic salary; the Deputy Head of the Advisory Board is equal to 0.1 times the basic salary.

Conference, seminar and business trip expenses are implemented according to Resolution No. 51/2017/NQ-HDND dated December 13, 2017 of the People's Council of Hai Duong province stipulating the business trip expense regime and conference organization expense regime of state agencies, public service units, political organizations, socio-political organizations, and associations using funds supported by the state budget in Hai Duong province.

The cost of writing reports and giving written comments to the Advisory Council is 600,000 VND/document or report, and to the Advisory Board is 400,000 VND/document or report...

Agreeing with the content of the report of the Department of Finance with the level of support for cases under the Fatherland Front Committees at all levels, Chairman of the Provincial People's Committee Le Ngoc Chau requested that this department coordinate with the Department of Justice to complete the legal basis, complete the report, draft resolution, and report to the Provincial People's Committee.

The Chairman of the Provincial People's Committee assigned Vice Chairman of the Provincial People's Committee Tran Van Quan to direct the completion of the contents of the submission, report to the Provincial People's Committee to report to the Provincial Party Committee Standing Committee and submit to the Provincial People's Council in the upcoming session.

The November meeting of the Hai Duong Provincial People's Committee (4th time) also considered the report proposing to submit to the Provincial People's Council to issue a Resolution on a number of policies for the forces participating in protecting security and order at the grassroots level in Hai Duong province; the Project to Adjust the Construction Planning of Thanh Mien District to 2030, with a vision to 2050 (2nd adjustment); the Project to Adjust the Construction Planning of Gia Loc District to 2030, with a vision to 2050 (2nd adjustment).
