Kinhtedothi - On the afternoon of November 5, the Hanoi People's Committee summarized 1 year of the Project on effective management, use and exploitation of public assets of Hanoi City in the period of 2023 - 2025 and deployed a general inventory of public assets.
Attending the conference were Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Tran Sy Thanh; Vice Chairman of Hanoi People's Committee Ha Minh Hai.
Maximize the potential and value of resources
Since the Project on effective management, use and exploitation of public assets of Hanoi City in the period of 2023-2025 was approved, the City has identified this as a key and long-term task, requiring close coordination, efforts and high responsibility from departments, branches and units.
To ensure the Project is put into practice, the City People's Committee issued Plan No. 155/KH-UBND dated May 26, 2023 with a clear assignment of 9 groups of solutions and 67 tasks (including both time-limited and regular tasks). After one year of implementation, the management of public assets in Hanoi has made great strides, become more systematic, more scientific and achieved significant improvements.
Through the implementation process, the Project has helped Hanoi City build a public asset management system that is not only sustainable but also contributes to maximizing the potential and value of resources, aiming at the goal of comprehensive socio-economic development of the Capital.
In addition to improving the management system and perfecting the policy mechanism, the City has completed the main tasks in the plan. Of the 29 time-bound tasks assigned in the Project, 15 have been completed. These tasks include reviewing and supplementing regulations on decentralization of management, building a coordination mechanism and establishing a database on public assets.
Some outstanding tasks completed include: developing a regulation on periodic coordination to provide information on public assets, planning to handle financial obligations for state-owned housing funds, and advising the City People's Committee on a project to overcome shortcomings in housing fund management.
In particular, the Project on exploiting counterpart land funds for BT (build-transfer) projects is a flexible solution, helping the city mobilize resources for infrastructure investment without having to rely entirely on the budget. This is a practical way to effectively exploit public assets, serving the city's development goals.
In addition, the Department of Finance has completed the Public Assets Database, connecting data from units in the city. A project to overcome shortcomings in housing fund management has been developed, focusing on two main housing funds: specialized housing and resettlement housing.
Early and effective exploitation of public assets
Speaking at the conference, Vice Chairman of the Hanoi People's Committee Ha Minh Hai emphasized that Hanoi recognizes the importance of public assets with 7 groups of public assets. If it does not review and develop management data, it will clearly cause waste. Therefore, the City Party Committee directed, the City People's Council took action, and the City People's Committee developed a project to effectively manage, use and exploit public assets.
The Vice Chairman of the City People's Committee said that through the review when building this Project, the number and scale of public assets in the city is very large with all 7 groups in the list. The assets of the administrative and public service sector alone are 455,000 assets. With such a large number and scale, it is very important to put public assets into management and exploitation.
According to Vice Chairman of the City People's Committee Ha Minh Hai, the City has developed a project with 4 specific and detailed goals for each stage, with the general spirit of assigning tasks according to the motto "5 clear". Specifically, there are 29 time-limited tasks and 38 regular tasks.
Of the 15 completed tasks, there are 6 important tasks. Regarding construction consultation, the Department of Finance has proactively advised on including the content of public assets in the Capital Law on franchising and leasing joint ventures. Along with that, it is proposed to develop Decree 108/2024/ND-CP on Regulations on management, use and exploitation of houses and land that are public assets not used for residential purposes, assigned to organizations with the function of managing and trading local houses for management and exploitation. The Decree has basically removed the bottleneck to start implementing the management and exploitation of public assets in the city.
Regarding the strengthening of decentralization, the Vice Chairman of the City People's Committee highly appreciated the Department of Finance for promptly proposing decentralization of authority to units on public asset management. In the near future, the City will delegate more authority to those directly managing assets.
Regarding debt classification and determination of financial obligations, the Department of Construction is implementing, debt collection is being carried out with great determination; continuing to digitize 455,000 assets of the administrative and public service sector...
Vice Chairman of the City People's Committee Ha Minh Hai suggested that the Department of Finance take the lead in early implementing the contents of the Capital Law; Decree 108/2024/ND-CP dated August 23, 2024 of the Government. In particular, special attention should be paid to reviewing "3Q" including: all sectoral planning to avoid waste; reviewing regulations and interconnection procedures to report to the City's units; reviewing all standards, technical and economic norms, unit prices, etc.
According to Vice Chairman of the City People's Committee Ha Minh Hai, if the "3Qs" are reviewed, then the exploitation and management of public assets can be synchronized. From there, there will be a strong and thorough decentralization, without the matter of asking for opinions from departments and branches.
The Vice Chairman of the City People's Committee requested the Department of Finance to accelerate the review and arrangement of public assets; promote digital transformation and application of information technology to build a database in the spirit of "correct, sufficient, clean and alive", with an update mechanism; take advantage of available data and information for sharing. Sectors continue to review the backlog with the spirit of early exploitation and effective use of public assets, "processing for exploitation, for development". Units must be responsible for the amount of assets assigned to manage public assets.
At the conference, representatives of the Ministry of Finance disseminated and guided the implementation of the Project on general inventory of public assets and Decree No. 108/2024/ND-CP dated August 23, 2024 of the Government.
