Pressure to provide early support to people
Accordingly, at the working session on the morning of October 4, when discussing the Resolution on Supporting the development of winter crop production to help overcome the consequences of storm No. 3 in Hanoi in 2024, delegate Le Thi Thu Hang (Tay Ho district) shared: due to the impact of storm No. 3, in the district, 65ha/99ha of peach trees were completely lost (accounting for 65.4%); over 27.5/30ha of kumquat trees were damaged (accounting for over 90%). Peach trees alone suffered damage of about 39 billion VND, and kumquat trees suffered damage of 25 billion VND. The district has reported and proposed to the Department of Agriculture and Rural Development to support 60 million VND/ha for peach blossoms; support 90 million VND/ha of kumquats.
Pursuant to Resolution No. 02/2017/ND-CP of the Government on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics, Clause 6, Article 5 states: For damaged crops, livestock and aquatic products not included in the provisions of Articles 1, 2, 3 and 4, the Chairman of the People's Committee of the provinces and cities shall, based on the ability to balance the budget, production characteristics and local needs, prescribe specific support levels accordingly.
Based on that regulation, delegate Le Thi Thu Hang proposed in this resolution to assign the provision to localities. Tay Ho district is completely capable of having the budget conditions to apply the appropriate level of support. Therefore, Tay Ho district hopes to have a mechanism for the district to implement support during this winter-spring season.
"The pressure is to support local people soon, so the city needs a mechanism to allow the use of district budgets for support" - delegate Le Thi Thu Hang emphasized.
Will apply according to the provisions of the Capital Law
Discussing this issue, Director of Hanoi Department of Agriculture and Rural Development Nguyen Xuan Dai said that according to the support program of Resolution No. 02/2017/ND-CP of the Government, all localities are facing difficulties due to low support levels. Because of the low price, the Department has chaired a meeting with other sectors to discuss immediate solutions.
The Department of Agriculture and Rural Development has advised the City People's Committee to deploy 5 synchronous solutions, including direct support and facilitation. The City People's Committee has made 5 decisions to immediately support localities with an amount of 220 billion VND; immediately supplement 1,200 billion VND to 4 funds of the Social Policy Bank, the Farmers' Association fund, the Agricultural Extension fund, the Cooperative Union fund for lending...
According to the Director of the Hanoi Department of Agriculture and Rural Development, the policy to support the development of winter crops is not to support damage caused by the storm but because of the shortage of food from now until Tet. If this policy is applied, it will reach about 400 thousand tons to meet the needs of Tet in time.
Currently, the support level according to Resolution No. 02/2017/ND-CP of the Government for crops is a maximum of 2 million VND/ha; for livestock is 6 million VND/ha. This support level is very low, so the Ministry of Agriculture and Rural Development has recently submitted to the Ministry of Justice to amend this Resolution, accordingly proposing a maximum support level for crops of 60 million VND.
The Hanoi Department of Agriculture and Rural Development is basing on the Capital Law to build a synchronous policy in the orientation of agricultural development, in which this support policy is included. According to the Capital Law, in the coming time, Hanoi will apply a higher support policy from the Central Government. The Department of Agriculture and Rural Development is building it and will submit it to the City People's Council at the year-end meeting.
Regarding the content proposed by Tay Ho district, the Director of the Hanoi Department of Agriculture and Rural Development said that according to Resolution No. 02/2017/ND-CP of the Government, the locality will proactively arrange the budget; establish a damage assessment council to provide support.
Will consider specific mechanism
Regarding this issue, Head of the Economic-Budget Committee of the City People's Council Ho Van Nga said: Tay Ho district's proposal is correct, because the district may not need the city's financial support but needs the City People's Council's permission mechanism (because only provincial-level People's Councils can decide on spending levels exceeding the local prescribed spending levels that are suitable to the requirements and budget capacity of the locality).
The Head of the Economic - Budget Committee, City People's Council agreed with the proposal of the Tay Ho district delegate and suggested to soon consider the mechanism so that the district can promptly support the people; at the same time, with other localities, the City People's Council also considered and resolved this content.
Director of the Department of Finance Nguyen Xuan Luu said that Resolution No. 02/2017/ND-CP of the Government and Decision No. 07/2019/QD-UBND of the City People's Committee on promulgating mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics in the city are common mechanisms for localities. The Department of Finance has provided additional reserve funds to districts to implement this content along with overcoming the consequences of the storm.
The content presented at this meeting is the presentation of a special support mechanism according to the Law on the Capital with the support object as proposed by the Department of Agriculture and Rural Development being winter crops, without support for peach and kumquat trees. Winter crops have 2 groups: those affected by the storm and those to prepare for food shortages when the storm and flood pass. This support is for people to grow winter crops in 2024.
With the proposal of delegate Le Thi Thu Hang, the Department of Finance agreed with the Economic-Budget Committee to consider submitting a special mechanism, increasing it compared to the Government's resolution and the decision of the Hanoi People's Committee.
Propose to soon consider the mechanism to support farmers
Emphasizing this issue, chairing the meeting, Permanent Vice Chairwoman of the Hanoi People's Council Phung Thi Hong Ha said that, in terms of legal basis, the City People's Committee implemented in accordance with the provisions of the Budget Law and Decree 163-ND/CP of the Government. The City People's Committee has reviewed and submitted to the City People's Council a decision to support winter crop production and overcome the consequences of storm No. 3 in the city. The dossier submitted on the above content is in accordance with the regulations and within the authority of the City People's Council and the Economic-Budget Committee has examined and shown that the dossier submitted is within the authority.
Through the discussion, not only the opinion of delegate Le Thi Thu Hang, but also many delegates in districts, especially the district block - especially the high-quality agricultural production area, not only in the list of corn, soybeans... but also a series of other high-value production plants (such as oranges, Buddha's hand, peaches, kumquats, grapefruits...) need to be considered. However, in a short time, the City People's Committee has just proposed according to the Government's Resolution. Currently, the City People's Committee has submitted to the People's Council the highest level of support within the framework of the Government's regulations and the City's resources are allowed to implement according to the Capital Law.
With the proposal of the Tay Ho district delegate, the Standing Vice Chairwoman of the City People's Council Phung Thi Hong Ha suggested that the City People's Committee continue to review and promptly synthesize, report to the Standing Committee, the Standing Committee of the City Party Committee and send to the City People's Council after receiving consensus from the Standing Committee of the City Party Committee. On that basis, continue to complete the dossier, submit support for facilities and people affected by storm No. 3, try to support at the maximum level, as quickly as possible to support people and agricultural production households to overcome the consequences.
"The proposal should be submitted to the City People's Council at the latest at the thematic meeting in November 2024 to promptly support people to stabilize production," the Standing Vice Chairman of the City People's Council emphasized.
