New proposal from the Ministry of Construction could help issue red books in just 2 days

In a document sent to the Government Office, the ministries of Natural Resources and Environment, Finance, Justice, and Public Security for comments on the policy of integrating land use rights trading floors with real estate trading floors into public service centers under the provincial People's Committees, the Ministry of Construction said that this integration will help the process of trading and granting land use rights and housing to be carried out simultaneously, reducing administrative procedures, reducing the time to carry out procedures, and reducing costs for people and businesses.

According to the proposal of the Ministry of Construction, provincial real estate and land use rights transaction centers have three main tasks: managing real estate transactions, managing tax collection, and granting land and housing use rights certificates.

The Center will be a public service unit under the Provincial or Municipal People's Committee or the Department of Construction, with its own seal to perform assigned tasks and powers, subject to the direction and management of the Provincial or Municipal People's Committee in terms of organization and operation and professional guidance of the corresponding competent State agencies.

The provincial real estate and land use rights transaction center operates under a one-stop mechanism, increasing the use of 4.0 technology systems, creating convenient conditions for people and businesses.

After the seller and buyer reach an agreement on the sale and purchase and complete the procedures for preparing documents to sign the sale and purchase contract according to the provisions of law, the two parties access the electronic information portal website of the center, fill in the relevant home purchase information, submit an application for online name change procedures, and the three competent authorities will process it online and review it according to the functions of each agency.

After two working days of completing the review and when the buyer receives the approval message, they can make an appointment to come to the center to receive the real estate ownership certificate.

According to the Ministry of Construction, establishing a state-managed real estate transaction center will be an effective solution to innovate the way the real estate market operates.

At the same time, it is the basis for developing, applying and managing real estate transactions in accordance with reality, reducing administrative procedures, reducing implementation time and costs for people and businesses, promoting the development of digital industrial systems, meeting the requirements of supplementing and perfecting regulations to ensure publicity and transparency of the market.

Provincial real estate transaction centers and land use rights transaction centers will integrate a synchronous real estate data system including information on housing, real estate market, land data, tax data, creating a basis for proposing to perfect policy mechanisms to promote the healthy and stable development of the real estate market.

This is also the focal point for receiving and coordinating to carry out the management of real estate transactions, real estate lease-purchase, land use rights transactions and granting certificates of land use rights and assets attached to land, providing advice throughout the entire transaction process.
