Ministry of Construction issues plan to "clean up" real estate market

Accordingly, Decision No. 110/QD-XD promulgates the plan to implement Official Dispatch No. 130/CD-TTg on urging focused direction, promptly removing difficulties and obstacles to promote the implementation of social housing projects and Official Dispatch No. 03/CD-TTg of the Prime Minister on focusing on rectifying and handling price manipulation, real estate speculation and inspecting and examining real estate construction investment projects.

According to the Ministry of Construction, this plan is being implemented synchronously and effectively in accordance with Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat on strengthening the Party's leadership over social housing development in the new situation; Decision No. 927/QD-TTg dated August 30, 2024 of the Prime Minister on promulgating the Plan to implement Directive No. 34-CT/TW; tasks assigned in Official Dispatch No. 130/CD-TTg and Official Dispatch No. 03/CD-TTg as well as the National Housing Development Strategy to 2030 and vision to 2045.

There are a number of main contents that the Ministry of Construction focuses on, including: Promoting the development of social housing, accommodation for workers in industrial parks and effectively implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and workers in industrial parks in the period 2021 - 2030"; strengthening control and stabilizing the real estate market, housing prices and promptly rectifying and handling real estate manipulation, price hikes and speculation; synchronously and effectively implementing tasks and solutions to remove obstacles and promote the safe, healthy and sustainable development of the real estate market.

In 2025, the Ministry of Construction will continue to coordinate with ministries, branches and localities to organize training, propaganda and dissemination of the contents of the 2023 Housing Law, the 2023 Real Estate Business Law and detailed regulations and implementation instructions; urge ministries, branches and localities to issue, under their authority, detailed regulations assigned by the 2023 Housing Law and the Decree detailing a number of articles of the Housing Law; promulgate mechanisms to support investment in the construction of social housing in the area...

In addition, assess the issuance of detailed regulations assigned by the 2023 Housing Law and the Decrees detailing a number of articles of the Housing Law; the inclusion of social housing development targets in the system of 5-year and annual socio-economic development targets of localities.

At the same time, the Ministry of Construction will urge localities to review, supplement, plan, and arrange land funds to develop social housing in urban areas and workers' housing; supervise the strict implementation of regulations on reserving 20% ​​of land funds for social housing in housing projects and urban areas and ensure the need for social housing development in the area.

Along with strengthening inspection, examination and handling of violations in the implementation of laws on social housing development, the Ministry of Construction will coordinate with the Ministry of Public Security and localities to inspect, examine and review real estate business activities of enterprises, investors, real estate trading floors and real estate brokers in the area; especially in areas and projects with unusual price increases.

Thereby, promptly correcting, preventing and strictly handling violations according to authority. The implementation of inspections and examinations will follow the plan on the implementation of legal regulations on social housing development; conduct surprise inspections and examinations when detecting agencies, organizations and individuals showing signs of violating the law on social housing development or upon request to resolve complaints, denunciations and recommendations of organizations and individuals as well as according to the tasks assigned by competent authorities.

Also in 2025, the Ministry of Construction will carry out the task of researching and proposing a pilot project on the model of "Real estate and land use rights transaction center managed by the State"; in which, it will focus on electronic transactions to improve management efficiency and enhance the publicity and transparency of real estate transactions in the market.

In addition to strictly and effectively implementing the tasks and solutions directed by the Government in Resolutions, Directives, Decisions, Telegrams... related to removing obstacles and promoting the safe, healthy and sustainable development of the real estate market, the Ministry of Construction continues to promote communication, publicity and transparency of information related to housing and the real estate market to ensure timeliness, completeness and accuracy.

Another important content that the Ministry of Construction focuses on is coordinating with the Ministry of Public Security to update, complete, and operate the national database system on housing and real estate market, connecting with the national database on population, notarization, land, investment, construction activities, etc. Thereby, regularly and promptly updating the legal status of projects, real estate eligible for business, real estate inventory, and real estate transactions.

In the coming time, the Ministry of Construction will coordinate with the Ministries of Justice, Finance, and Natural Resources and Environment to study the securities trading model to digitally convert procedures from real estate transactions, notarization, tax and land transaction registration in the electronic environment; complete the software system, connect data and ensure information system security.

To monitor the real estate market situation and promptly take measures and solutions to regulate and stabilize the market, the Ministry of Construction will closely coordinate with the Ministry of Natural Resources and Environment, the Ministry of Finance and localities to promptly take measures and solutions to regulate and stabilize the market through adjusting land use planning and plans; urban and rural planning; urban and housing development programs and plans; product structure of real estate projects... according to its authority or propose to competent authorities according to law.
