Proposal to reduce more than 600 billion VND of 20 projects that are unable to fully disburse capital

Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the November meeting of the Provincial People's Committee (2nd time) on the afternoon of November 11.

On the afternoon of November 11, Hai Duong Provincial People's Committee held the November meeting (2nd time) to review and resolve a number of contents and reports submitted by departments and branches.

Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

At the meeting, the Department of Planning and Investment reported on the plan to allocate the 5-year local budget public investment plan for 2021-2025 and adjust and allocate the plan for 2024.

Comrade Permanent Vice Chairman of the Provincial People's Committee Luu Van Ban spoke at the meeting.

Regarding the plan to adjust and allocate the local budget capital plan for the 5 years 2021-2025, the Department of Planning and Investment proposed to allocate 780.49 billion VND for 12 provincial-level investment projects. Targeted supplement to the district-level budget 290.52 billion VND to support the implementation of 5 investment projects (Hai Duong city received 260.52 billion VND to implement 3 projects, Ninh Giang district received 30 billion VND to implement 2 projects). The remaining 585.751 billion VND has not been allocated in detail.

For the National Target Program on New Rural Development, the 5-year capital plan for 2021-2025 has not been allocated in detail, which is VND 93,646 billion. The Department of Planning and Investment proposed allocating VND 56 billion to support 13 communes that have met the advanced new rural standards (VND 2 billion/commune) and 10 communes that have met the model new rural standards (VND 3 billion/commune). Allocate VND 7 billion for 4 projects to renovate and build market infrastructure.

The remaining 5-year capital plan for 2021-2025 of the program is 30,646 billion VND, which will be allocated in detail after the projects fully meet the allocation conditions according to the provisions of law.

For the Project on Developing Concentrated Goods, Applying High Technology and Organic Agriculture for the 2021-2025 Period, with a Vision to 2030, the 5-year capital plan for 2021-2025 without detailed allocation is 260 billion VND. The Department of Planning and Investment proposed allocating 52,207 billion VND to 8 projects (Kinh Mon 2 projects 18,99 billion VND; Gia Loc 4 projects 16,426 billion VND; Hai Duong City 2 projects 16,791 billion VND). The remaining 5-year capital plan for 2021-2025 of this project is 207,793 billion VND, to be allocated in detail after the projects fully meet the allocation conditions according to the provisions of law.

Regarding the plan to adjust and allocate capital for 2024, the Department of Planning and Investment proposed to reduce 615,298 billion VND of 20 projects that are unable to fully disburse the allocated capital in 2024.

The above adjusted capital reduction proposes to allocate VND 399,519 billion to 16 projects invested by the provincial level; adding VND 215,779 billion to the district-level budget to implement programs and projects.

Concluding this content, Chairman of the Provincial People's Committee Le Ngoc Chau proposed to reduce the capital of some projects of the Provincial Construction Investment Project Management Board to supplement capital-deficient projects such as the project of the Provincial Police Detention Center, the Provincial Police Headquarters, and Road 395 in Binh Giang District.

The Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to review and complete to report to the Provincial Party Standing Committee and ask for opinions at the upcoming Provincial People's Council meeting.

The Department of Planning and Investment coordinates with sectors and localities to develop criteria to provide a basis for capital support for localities, ensuring fairness and reasonableness.

The Hai Duong Provincial People's Committee meeting in November (2nd time) also considered the following contents: Propose to issue a Resolution of the Provincial People's Council on the content and tasks of expenditure for maintenance, repair and urgent handling of dike incidents under the expenditure tasks of the local budget for the dike system managed by the locality in Hai Duong province; adjust the investment policy of the Investment Project for the construction of an interchange connecting National Highway 17B with National Highway 5, Hanoi - Hai Phong railway, Hai Duong province.
