The Vietnam tourism system planning until 2045, recently signed by Deputy Prime Minister Le Thanh Long, will focus on developing sustainable and creative tourism, on the basis of green growth, imbued with Vietnamese cultural identity; ensuring security, national defense, etc. In particular, it will encourage the private economic sector to participate in investing in tourism development.
Notably, Decision No. 382/QD-TTg on the Plan for implementing the Tourism System Planning for the 2021-2030 period, with a vision to 2045, clearly states the use of capital, identification of resources and the use of resources to implement the planning.
Accordingly, for projects using capital sources other than public investment capital, the implementation of projects must ensure the following principles: Provinces and centrally-run cities shall, based on the priority orientation for tourism system development approved by the Prime Minister in national, regional and provincial planning, organize the attraction of capital sources other than public investment capital to invest in tourism system development according to planning and plans to ensure efficiency and compliance with regulations.
Regarding the determination of resources and the use of resources to implement the planning, the Decision clearly states that investment capital will be mobilized and effectively used from the following sources: State capital from the state budget; Official Development Assistance (ODA) and Tourism Development Support Fund; non-state capital, capital mobilized from the private sector (including foreign direct investment). At the same time, there will be appropriate mechanisms to create all favorable conditions and encourage the private economic sector to participate in tourism development investment.
The projects are implemented on the principle of being consistent with the country's development orientations; with the viewpoints, goals and orientations set out in Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo on developing tourism into a spearhead economic sector; Vietnam Tourism Development Strategy to 2030 and Directive No. 08/CT-TTg dated February 23, 2024 of the Prime Minister on comprehensive, rapid and sustainable tourism development in the coming time.
Regarding investment in infrastructure items in tourist areas and spots, for public investment projects, priority investment projects of the tourism industry proposed in the planning are divided into project groups on: Digital transformation; infrastructure development investment; training and fostering human resources; promotion and brand development; conservation and promotion of resource values, environmental protection...
Along with that, the project has important and urgent significance, creating a breakthrough for tourism development associated with the formation of dynamic tourism development areas, tourism centers, a system of national tourist areas and tourism development connection corridors to promote and spread tourism development, socio-economy in regions and the whole country.
In the coming period, Vietnam will focus on investing or supporting investment in infrastructure projects in tourist areas and destinations (especially national tourist areas recognized by competent authorities); promoting and developing brands; developing human resources; preserving and promoting the value of resources, protecting the tourism environment and researching and applying technology.
Regarding investment in tourism product development and national tourism brand building, focusing on the following items: Vietnam tourism brand system, synchronous and diverse tourism product system; prioritizing new, unique and distinctive tourism products by region and based on Vietnamese cultural identity and ecological and cultural strengths of regions; developing tourism service facilities associated with tourism types to create synchronization, modernity and convenience in tourist areas, tourist spots...; Supporting the promotion and development of brands at national and regional levels; developing new products; developing human resources...
