Removing difficulties for key projects

In 2025, Quang Ninh province will actively direct and invest in the construction of over 20 key projects in many sectors and fields of the province. Among them, many public investment projects are facing certain difficulties and obstacles, affecting the construction progress and disbursement results of medium-term public investment capital for the period 2021-2025.

Up to now, the project has only been granted the use of land exploited from Tay Son mine running through the Dong Trieu City Center route for land leveling at a few locations, thus not ensuring the entire route. Faced with the situation, the Provincial People's Committee actively directed the Department of Natural Resources and Environment to complete licensing procedures and put into operation 3 land mines (Duc Son, Thuy An, Trung Vuong) in Dong Trieu City from February to April 2025. The Provincial People's Committee also directed the investor (Provincial Traffic Construction Investment Project Management Board) to coordinate with relevant agencies to consider using commercial sand and saltwater sand in suitable locations for land leveling, ensuring the project is completed quickly, effectively promoting investment resources, creating momentum for socio-economic development in the region and inter-regions.

Mr. Nguyen Duy Kien, Deputy Director of the Provincial Traffic Construction Investment Project Management Board, said: While waiting for licensing procedures for 3 mines, the unit directed the joint venture contractor to take advantage of favorable weather conditions, mobilize vehicles to transport the fastest amount of fill soil from Tay Son mine to the project site, and carry out the fill in locations with clean ground, taking precautions against rainy weather and long transportation routes, affecting the project's progress.

The project to build technical infrastructure for the Provincial General Hospital and high-quality medical and educational facilities in the Nam Cau Trang area is also facing many difficulties in construction implementation. Although the project was started by Ha Long City in 2024, the project site has not yet been secured for contractors to implement. The project implementation location is the Nam Cau Trang Coal Screening Plant, which has stopped operating since 2018. The implementation of compensation and support for damages due to the suspension of operations is in accordance with the law, in accordance with the provincial planning and the environmental protection of Ha Long Bay.

Since 2019, the province has issued many documents directing and removing obstacles in the compensation support process, but due to many objective factors related to mechanisms and policies, compensation support work has not been implemented.

To ensure site clearance work, the province has requested TKV and property management units to prepare documents and send them to the Provincial People's Committee in the first quarter of 2025 for consideration and settlement in accordance with the provisions of law.

It is known that at this location, after completing the project to build technical infrastructure for the Provincial General Hospital and high-quality medical and educational facilities in the Nam Cau Trang area, the Provincial General Hospital, Facility 2, will start construction investment. This is a social security project, receiving high consensus and unanimity among cadres, party members and people in the province. Therefore, it is necessary to quickly complete the site clearance work as well as invest in technical infrastructure, so that the project can be implemented soon, bringing practical benefits in caring for and protecting people's health...
