Van Don: Speeding up progress of key projects

These days, the construction sites of public investment projects in Van Don district are always bustling with the sound of construction machinery with high determination and great efforts to quickly put the projects into use, contributing to accelerating the disbursement rate of public investment capital in 2025.

In 2025, Van Don district will focus on implementing investment in the construction of 23 public investment projects, including 15 transitional projects, 3 newly started projects and 5 projects preparing for investment, with a total allocated public investment capital of over 336 billion VND. Up to this point, many works and projects that will be transitional right after Tet have been implemented, with high determination and great efforts from investors as well as contractors.

Mr. Tran Quoc Hoan, Deputy Director of Van Don Construction Investment Project Management Board, said: The unit has summoned contractors to construct the projects, thoroughly grasping the direction of the province and district on determination and drastic disbursement of public investment capital to contribute positively to the economic growth of the district and province in 2025. Contractors are required to mobilize maximum human resources and available equipment to organize appropriate construction plans.

The project to renovate and upgrade the main road of Minh Chau - Quan Lan island commune is one of the projects identified by Van Don district as a driving force and key in 2025. The project has a total investment of over 140 billion VND, the winning bid value is 113.8 billion VND; the route length is 9.19km, starting at Km5+986.50, the end point is at Km15+179.30, construction started in 2024 and is planned to be completed in 2025. After completion, the project will not only contribute to the synchronous completion of the traffic infrastructure of the two communes of Minh Chau - Quan Lan but also create a driving force to promote socio-economic development, especially in the field of tourism.

Given the significance and importance of the project, since February 10, the investor has closely coordinated with the contractor to deploy construction solutions along the entire route. Currently, there are always 30 engineers and workers on the construction site; many technical equipment and machinery, ensuring construction at all locations along the entire route.

Mr. Vu Manh Chien, Commander of Tham Gia Tourism Construction and Trade Investment Joint Stock Company, said: Right after the Tet holiday ended, the unit arranged human resources, equipment, and made plans to organize many construction teams along the entire route. Along with that, taking advantage of favorable weather at sea, organizing the transportation and gathering of materials from the mainland to the island, ensuring enough materials for all construction items.

According to records from the field of transition projects, by mid-February 2025, many transition projects with plans to be completed in 2025 had reached 97% of the workload. Typical projects include: Renovation and upgrading of the main roads of Cong Dong and Cong Tay islands (Thang Loi commune); renovation and upgrading of the inter-village road of Ninh Hai and Nam Hai (Minh Chau commune); renovation and embellishment of the central road of Minh Chau commune; renovation and upgrading of the central road of Ngoc Vung commune to Ngoc Thuy Lake (Ngoc Vung commune); renovation and upgrading of Dien Xa road (Ban Sen commune).

In addition to the transitional projects that are being actively implemented, the District People's Committee is actively directing specialized departments, coordinating with consulting units and related units to quickly complete the procedures for newly started projects and projects preparing for investment. In particular, the Van Don District People's Committee requires heads of agencies and units to specifically and individually assign responsibilities to each stage of the work processing process, absolutely not allowing the abuse of consulting for the purpose of shirking responsibility, ensuring that the work under the authority to resolve must be handled quickly, promptly, and shortening the implementation time. The highest goal in the first quarter of 2025 is to start all new projects starting in 2025 and complete all procedures for projects and works preparing for investment as soon as possible, as a basis for capital allocation.

For transitional projects, the District People's Committee directed contractors to speed up construction progress, accept completed volume, prepare documents for payment and settlement, and limit disbursement at the end of the year, which affects the disbursement rate of the district's capital.
