Continuing the working program on the afternoon of March 25, of the 7th Conference of full-time National Assembly deputies, term XV, giving opinions on the draft Law on Teachers, the Standing Committee of the National Assembly's Committee on Culture and Social Affairs said: Regarding the policy of supporting collective accommodation and renting public housing for teachers (Article 26), taking into account the opinions of National Assembly deputies, the draft Law is revised in the direction of stipulating that teachers are entitled to policies on renting public housing according to the provisions of the law on housing or are guaranteed collective housing when working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions. At the same time, it is supplemented with a provision that in cases where collective accommodation or public housing cannot be arranged, teachers are supported with housing rental at the level of support for renting public housing (point a, clause 2, Article 26).
Regarding the early retirement policy for preschool teachers (Article 28), many opinions agree with the policy of early retirement according to the law for preschool teachers. However, it is proposed to add the criterion that teachers must have paid social insurance for 20 years or more to be eligible for early retirement and not have their pension rate deducted; there are opinions that are concerned about the resources to ensure the implementation of this policy and that the principle of having paid - having received must be ensured according to the Law on Social Insurance.
The Standing Committee of the Committee believes that allowing preschool teachers to retire earlier than the age prescribed by law is a policy built on the characteristics of their professional activities and is suitable for the characteristics of preschool learners.

In response to the opinions of National Assembly deputies, Clause 2, Article 28 of the draft Law has been revised and supplemented with the regulation that teachers in preschools, if they wish, can retire at an age lower than the retirement age of employees under normal conditions but not more than 5 years and the pension percentage will not be reduced due to early retirement if they have paid social insurance for 20 years or more. At the same time, the draft Law has been revised and supplemented with Clause 3a after Clause 3, Article 66 of the Law on Social Insurance in the transitional provisions to ensure consistency and synchronization in the legal system.
Regarding the standard training level of teachers (Article 30), there are suggestions to review and supplement regulations on training standards for teachers teaching specific subjects in general education, teachers performing training and fostering tasks in schools of state agencies, political organizations, socio-political organizations, and the people's armed forces; regulations on the training roadmap to improve teachers' standard qualifications to ensure consistency with the provisions of the Law on Education.

Incorporating the opinions of National Assembly deputies, Clause 5, Article 30 of the draft Law is designed in the direction of assigning the Government to prescribe the standard training level for teachers of specific subjects, teachers performing training and fostering tasks in schools of state agencies, political organizations, socio-political organizations, and the people's armed forces; prescribe the training roadmap to improve the standard level and use teachers who have not met the standard level in the transitional provisions to continue implementing the current regulations on the training roadmap to improve the standard level of teachers.
