The Ministry of Public Security proposed to abolish the A4 driving license and bring B1 and B2 into the same category as B, in the draft Law on Road Traffic Order and Safety.
According to current regulations, A4 driving license is for people who drive tractors with a load capacity of up to one ton. B1 license is for non-professional drivers to drive passenger cars with up to 9 seats; trucks with a designed load capacity of less than 3.5 tons and cars for the disabled. B2 license is for professional drivers; trucks under 3.5 tons.
The Ministry of Public Security said that driving licenses issued before this law takes effect will continue to be used according to the term and value stated on the driving license.

According to the draft law, a class A1 driving license will be issued to drivers of two-wheeled motorbikes with a cylinder capacity of up to 125cc or an electric motor capacity of up to 11kw; class A is for vehicles over 125cc or with an electric capacity of over 11kw; class B1 is for three-wheeled motorbikes and vehicles specified for a class A1 driving license.
Class B license is for drivers of cars with up to 8 seats; trucks weighing up to 3.5 tons and some types of vehicles pulling trailers with a design weight of up to 750 kg. Class C1, C, D1, D2 license is for trucks weighing 3.5-7 and over 7 tons; vehicles with trailers; passenger cars with 8-16 and 16-29 seats; sleeper buses, vehicles with over 29 seats...
The National Defense and Security Committee said that the issuance of new driver's licenses will be carried out for first-time license holders and for driver's licenses that are subject to renewal or re-issuance.
The A4 class is abolished and the driving license class for tractor operators is not regulated based on the type and use of the vehicle. This type of vehicle will be classified as a special-purpose motorbike. The B1 and B2 class licenses will be brought into the same B class based on the following criteria: type, capacity, engine and number of seats.
According to the National Defense and Security Committee, regulations on types of driving licenses issued under the 2008 Road Traffic Law are still valid so as not to disrupt and affect the rights of the people.
The Law on Road Traffic Order and Safety was first discussed by the National Assembly at the 6th session at the end of 2023 and is expected to be considered and approved at the mid-2024 session.
