The Ministry of Education and Training is seeking comments on the draft Decree regulating the awarding of the titles of People's Teacher and Excellent Teacher. This Decree takes effect from January 1, 2024, replacing Decree No. 27 of 2015.
Accordingly, the general criteria for the title of People's Teacher are teachers with 20 years or more of direct teaching experience; education managers and education researchers with 25 years or more of working experience in the industry, including 15 years or more of direct teaching, have been awarded the title of excellent teacher.
At the same time, have been awarded the title of Emulation Fighter by the Ministry, Department, Branch, or Province once; have been awarded the title of Emulation Fighter at the grassroots level in the year immediately preceding the year of proposed consideration; have been awarded a Certificate of Merit from the Prime Minister or higher (for preschool, primary, and secondary school teachers who have been awarded a Certificate of Merit by the Ministry, Department, Branch, or Province twice or higher).
To achieve the title of People's Teacher, university lecturers, in addition to being in charge of a national science and technology task (equivalent to 2 exclusive patents), must also meet a number of other standards.
For management staff, the collective managed by the individual must have been recognized with the title "Advanced Labor Collective" for 3 consecutive years immediately preceding the year of proposal for consideration, including 2 times achieving the title "Excellent Labor Collective", "Victorious Unit" or being awarded 2 or more emulation flags of ministries, departments, branches, provinces.
In terms of expertise, the draft is divided into 4 groups of subjects, with separate regulations on outstanding pedagogical talents. Specifically, teachers and managers at preschools who want to achieve the title of People's Teacher must meet one of the following criteria: Having 1 initiative recognized as effective and applicable, with a scope of influence within the ministry, department, branch, or province; presiding over the compilation of 2 thematic reports at professional meetings organized by the ministry, department, branch, province, or department; presiding over the compilation of 2 training documents according to training programs organized by the department, department, or department.
Teachers and managers at primary, secondary, high schools, continuing education schools, ethnic boarding schools, semi-boarding schools, reform schools, specialized schools, gifted schools, university preparatory schools, district-level political centers, vocational education centers, and intermediate schools must meet one of the following criteria: Having 1 initiative recognized as effective and applicable, with a scope of influence within the ministry, department, branch, or province; presiding over the compilation of 33 training documents or thematic reports according to training programs or professional activities organized by ministries, departments, branches, provinces, and departments...
For teachers and managers at colleges, provincial political schools, training facilities for cadres, civil servants and public employees of ministries, departments and branches, the following criteria must be met: Having 1 initiative recognized as effective in application, with scope of influence in the ministry, department, branch, province or being in charge of 1 provincial or ministerial science and technology task that has been accepted at the level of achievement or higher, applied in practice with practical results; being the author or co-author of 3 scientific articles; being the editor of 1 textbook or presiding over the compilation of 3 training documents according to training programs organized by ministries, departments, branches and provinces.
Teachers, managers at universities, and educational researchers who want to achieve the title of People's Teacher must meet the following criteria: Head of 1 national-level scientific and technological task (equivalent to 2 patents), or head of 2 provincial-level or ministerial-level scientific and technological tasks (equivalent to 4 utility solution or copyright certificates) that have been accepted at the level of achievement or higher, and have been applied in practice with practical results; author or co-author of 10 scientific articles; editor of 11 textbooks; and guidance of 2 doctoral students who have successfully defended their dissertations...
Compared to the 2015 Decree, the new draft decree has 4 groups of subjects classified by each level of education, while the old decree combined them into 2 groups of subjects including: teachers in preschools, general schools, continuing education, primary and secondary vocational education and lecturers in universities, vocational education at college level, schools of state agencies, political organizations, socio-political organizations, and the people's armed forces.
The standards in the old decree for university lecturers are more lenient, no need to be the head of 1 national science project or 2 provincial science and technology projects, be the author of 5 scientific articles (the new regulation is 10). Meanwhile, in the draft of the new decree, the standards for preschool teachers are reduced, only need 1 initiative instead of 3 initiatives...
Another big difference is that the 2015 Decree stipulates the title of People's Teacher for educational managers separately, with more lenient standards, only need to preside over 2 initiatives, scientific research topics at the provincial or ministerial level or 2 branches of scientific research topics at the national level accepted by the initiative council, scientific council at the provincial, ministerial or national level, applied in practice to bring practical results or participate in drafting 4 legal documents that have been issued according to the assignment decision of the competent person. Meanwhile, in the new draft decree, managers need to meet the same standards as teachers and lecturers in educational institutions.
