This morning, March 8, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung chaired a working session with the People's Committee of Dong Ha City on the progress of zoning planning, detailed planning and the implementation of urban and residential area investment projects in the area.

In order to promptly implement the Project to Adjust the General Planning of Dong Ha City to 2045 approved by the Provincial People's Committee, the People's Committee of Dong Ha City has focused on directing the implementation of the 1/2,000 zoning plan of 9 wards, divided into two phases. Accordingly, phase 1 includes wards: Dong Thanh, Dong Giang, Dong Le, Dong Luong and Ward 3; phase 2 includes wards 1, 2, 4, 5.
Up to now, the zoning plan of the wards: Dong Thanh, Dong Giang, Dong Le, Dong Luong has been basically completed; the Department of Construction has given comments, expected to approve before March 12, 2024.
Regarding the Ward 3 zoning plan, the planning documents have basically been completed. The City People's Committee is considering submitting them to the Department of Construction for comments before submitting them for approval, expected to be completed in March 2024.

For the zoning plan of wards 1, 2, 4, 5, the City People's Committee has approved the task of preparing the planning project by the end of 2023. However, the bidding process to select a planning consultancy unit must be temporarily suspended to wait for documents guiding the bidding work according to the provisions of the 2023 Bidding Law.
Up to now, there have been guiding circulars and decrees, so the City People's Committee is directing the bidding process to select a planning consultant for the project to adjust the zoning plan of wards 1, 2, 4, 5 and deploy the following tasks, expected to complete the projects in 2024.
In recent times, the implementation of urban and residential area investment projects has always been a focus of Dong Ha City. Currently, there are 19 residential area infrastructure investment projects implemented from public investment capital in the area.
Of which, the Provincial Land Fund Development Center implemented 6 projects, with a total scale of 174.4 hectares, and the City People's Committee implemented 13 projects, with a scale of 41.28 hectares. Regarding urban construction projects, there are currently 16 projects with a scale of about 383 hectares that have been approved by the Provincial People's Committee for research and implementation.
Besides the advantages, the work of establishing zoning plans, detailed plans and the implementation of investment projects in urban areas and residential areas in Dong Ha City still faces some difficulties and problems such as: the work of implementing the adjustment of zoning plans for wards 1, 2, 4, 5 is currently facing problems related to the appraisal of tasks and estimates for survey and planning.
The budget for implementing the adjustment of zoning plans of wards is relatively large, while the city budget is limited, so it cannot meet the capital allocation for planning.
At the meeting, the People's Committee of Dong Ha City requested the Provincial People's Committee to pay attention to supporting funding for the work of adjusting the zoning plan of 9 wards; agreed in principle to assign the People's Committee of Dong Ha City to review and partially adjust the Project to adjust the city's general planning until 2045 to meet the conditions for implementing a number of projects and the land use situation of people in the areas in the area.
Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung emphasized the importance of planning work for the development of Dong Ha City, especially meeting the needs of modern and sustainable urban development.
To speed up the progress of zoning planning, detailed planning and implementation of urban and residential area investment projects in Dong Ha City, Chairman of the Provincial People's Committee Vo Van Hung requested Dong Ha City to regularly coordinate closely with departments and branches to review relevant legal regulations, thereby advising and proposing to all levels to promptly resolve difficulties and problems effectively and in accordance with legal regulations.
Consider the work of zoning and detailed planning as a key task and strive to complete planning documents for at least 5 wards in the first quarter of 2024 to submit to competent authorities for approval.
Assign the Department of Finance and the People's Committee of Dong Ha City to review and balance the budget to continue to accelerate the implementation progress, meeting the requirements and assigned tasks.
