Accelerating the implementation of component projects of Ninh Thuan 2 Nuclear Power Plant

The Ninh Thuan 2 Nuclear Power Plant (NPP) project is not only a national key project, but also an important milestone in the socio-economic development of Ninh Thuan province. Currently, the government and people of Ninh Hai district are making every effort to speed up the project implementation progress, especially the site clearance and resettlement work.

According to the People's Committee of Ninh Hai district, the total area for implementing the component projects of Ninh Thuan 2 Nuclear Power Plant is about 831.7 hectares, of which the land acquisition area is 454.9 hectares, including 269.34 hectares of land from households and individuals, with the number of households with acquired land being 844 households (the rest is water surface land, office land, land managed by the People's Committee of the commune). The total number of resettled households is expected to be 553 households; of which, 330 households have residential land, 223 households have houses on agricultural land, and at the same time, the number of households that need compensation with land with a purpose of use other than the type of acquired land is expected to be 291 households. The total amount of compensation and resettlement support for the projects is about 4,747 billion VND.

Implementing the component projects of Ninh Thuan 2 Nuclear Power Plant, Ninh Hai district will build a resettlement area to stabilize the housing for people whose land was recovered to move to a new place. On February 25, 2025, the District People's Committee issued a notice to recover land with an area of ​​45 hectares, including recovering 22.6 hectares of land from 190 households and 2 organizations. Up to now, the locality has completed the inventory of 118 households/17.6 hectares and is continuing to inventory 62 households/5 hectares. Thereby, soon implementing the procedures to recover land for GPMB to build infrastructure for the resettlement area, ensuring full social institutions, electricity, roads, schools, stations, commercial business areas, etc.

Regarding the construction area of ​​Ninh Thuan 2 Nuclear Power Plant, on February 27 and 28, 2025, the District People's Committee issued a notice of land recovery with an area of ​​405 hectares; including 235 hectares of land belonging to 450 households and 169 hectares of 3 organizations. Currently, the District People's Committee is issuing notices of land recovery to households, then will continue to carry out inventory work to ensure the progress required for project implementation.

In addition to the task of land acquisition and resettlement and factory construction, Ninh Hai also renovates the existing residential area of ​​Thai An village, Vinh Hai commune with a total planned area of ​​13.41 hectares; of which, the renovated residential land is 4.25 hectares, the newly divided residential land is 7.46 hectares including 239 lots (each lot is from 200-400m2). The total recovered area for land acquisition is 8.29 hectares, including 4.5 hectares/57 households, land managed by the Commune People's Committee is 3.79 hectares. To stabilize the production life of people in the project area, Ninh Hai district also implements the resettlement area, arranges production land for people with the recovered area of ​​public land under the management of the commune with a total area of ​​2.1 hectares and recovers 1,940m2 of land from 1 household to build a booster pump station belonging to the domestic water supply system serving the Ninh Thuan 2 Nuclear Power Plant project.

Comrade Tran Minh Thai, Chairman of Ninh Hai District People's Committee said: During the implementation process, the locality encountered some difficulties, that is, the current data according to the notice of revocation is based on the data issued from 2012-2016, the revocation boundary is different from the current one, so it is recommended to measure soon to complete the map to serve the inventory work fully and accurately. For the unit price of crops, especially grapes, apples, coconuts, it is recommended to guide on how to determine the year of planting and for crops not yet included in the price list issued according to the decision of the Provincial People's Committee. On the other hand, it is recommended to soon stipulate the expenditure norms for the organization of land acquisition and clearance for the nuclear power plant project.

Through the recent survey at the construction site of Ninh Thuan 2 Nuclear Power Plant, Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, acknowledged and highly appreciated the proactive, urgent and responsible spirit of the local government in implementing the tasks related to the Ninh Thuan 2 Nuclear Power Plant project with very urgent progress, basically meeting the requirements of the Provincial People's Committee and the Provincial Steering Committee. In order to promptly and effectively implement the tasks, especially completing the compensation and site clearance work for the construction site of the nuclear power plant in 2025, the Provincial People's Committee assigned relevant departments, branches and units to focus resources to urgently implement the tasks related to the Ninh Thuan Nuclear Power Plant project under the responsibility of the unit with the spirit of acceleration and determination; always identifying the implementation of tasks related to the nuclear power project as the number one priority for focused handling. The District People's Committee needs to proactively coordinate and promptly organize a comprehensive inventory and accurate data related to land, housing, construction works, architectural works, civil activities, economy, crops, livestock, etc. of the people at the construction sites of Ninh Thuan Nuclear Power Plant and resettlement areas according to the previously approved scope and boundaries to proactively prepare data for land acquisition, compensation, and site clearance; the work will be completed in March 2025. Immediately after the competent authority finalizes the data on scope, boundaries, compensation policies, and site clearance, it will adjust and update them according to the approved boundaries; fully update the provincial planning and land use planning to ensure full legality when making compensation payments and site clearance according to regulations. At the same time, continue to notify people in the project area not to organize new construction, expansion, extension, repair of houses, works, architectural structures, cultivation, raising new production batches... to avoid fluctuations, changes in the current land status of the area expected to be recovered to avoid damage to people, as well as taking advantage of State policies.
