Therefore, in recent times, all levels, sectors and localities in the province have promoted research and application of S&T in all areas of production and life, making an important contribution to the socio-economic development of the province.

Implementing Resolution 05 dated September 10, 2021 of the Provincial Party Committee on developing modern, sustainable, high-value-added agriculture and Decision No. 80 of the Provincial People's Committee, research and application of scientific and technological advances in the agricultural sector have been focused. In recent times, the Department of Science and Technology has focused on research on key crop varieties and livestock breeds such as: improving the quality of cattle herds with imported foreign breeds, breeding and commercial raising of crossbred goats, selecting native fruit trees, restoring mother rice varieties, etc.
In addition, many technological techniques are applied to serve clean agricultural production, organic agriculture associated with chain linkage such as: solutions to transform rice production structure, link production and consumption of tragacanth gum in a sustainable direction, organic aloe vera production according to chain linkage, sustainable integrated cashew cultivation, application of technical advances in garlic cultivation on sandy land, building a model of linking organic dragon fruit production, NH01-152 grape production, apples associated with chain linkage... In addition, many models of applying scientific and technological advances have been transferred and built to contribute to quickly bringing technical advances in agriculture into local production such as: hydroponic vegetable growing model, eel farming model, application of biological products in seabass farming, Japanese okra production model...
Besides agriculture, tourism is also one of the province's strengths. Therefore, research and application of scientific and technological advances in this field are also of interest, aiming to develop sustainable tourism. Successful research results will help position the province's tourism brand and register for brand protection, building a tourism brand identity for Binh Thuan province. Accordingly, scientific and technological tasks have focused on researching and evaluating the unique value of biodiversity and natural conditions of Bung Thi Hot Spring area to serve the goal of preserving and developing ecotourism. In particular, the Department has always paid attention to and invested in research and application of scientific and technological advances in the health sector, with the aim of preserving, developing and promoting potential medicinal resources in the locality. Accordingly, there are 4 scientific and technological topics being implemented. These are: applying scientific and technological advances to build a model of linking production and consumption of medicinal herbs and functional foods from the roselle plant in Binh Thuan; extracting essential oils from the medicinal herb source of the five-finger plant to create a product typical of Phu Quy district; producing functional foods to support the treatment of gout from the lichen species Roccella Montagnei in Tuy Phong district; and researching, investigating and collecting medicinal plant varieties and proposing a plan to preserve and develop medicinal plants in Binh Thuan.
Strengthening the widespread application of scientific and technological achievements
It can be seen that the results of scientific research and models of applying scientific and technological advances after being successfully implemented are all handed over promptly for application and replication in production. However, the spread is still slow, and the application results are not enough to create a common trend in society. The reason is the lack of funding and human resources to organize implementation. In addition, the formation, management and use of the enterprise's science and technology development fund are still difficult. Up to now, the whole province has only 1 enterprise (Binh Thuan Rubber Company Limited) established a science and technology development fund...
Therefore, it is necessary to continue to innovate thinking, strengthen the leadership role of the Party and the management of the State in the cause of science and technology development, to carry out the task of "Promoting research and application of scientific and technological advances in production development, improving people's lives" which is identified as one of the three breakthroughs to successfully implement the Resolution of the 14th Provincial Party Congress, term 2020 - 2025.
According to the provincial Department of Science and Technology, in the coming time, it is necessary to focus resources to ensure the annual investment level from the state budget for science and technology according to the Law on Science and Technology; attract social resources to invest in science and technology, in which, ensure that state-owned enterprises must allocate from 3% to 10% of their taxable income and non-state enterprises are encouraged to allocate up to 10% of their taxable income to establish a science and technology development fund for enterprises. Enhance the initiative of sectors and localities in advising and proposing science and technology tasks from the central to grassroots levels. In particular, promote research, application, and transfer of technical advances and new technologies into production to create breakthroughs in the quality of products and goods, especially in areas with advantages of the province. In particular, focus on topics and projects with high applicability to quickly transfer and apply into practice, in accordance with the socio-economic development situation of the province...
