Conference to remove procedures for transferring aquaculture seaports

On the afternoon of February 21, the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment coordinated with coastal localities to organize a conference to remove procedures for transferring aquaculture land to aquaculture enterprises and cooperatives in the province.

The report presented at the conference of the Department of Agriculture and Rural Development said that Quang Ninh province has planned a sea area for aquaculture with an area of ​​45,146 hectares. Up to this point, only Trung Nam Aquaculture Cooperative has been licensed to allocate a sea area with an area of ​​48 hectares, in Ban Sen and Dong Xa communes (Van Don district). Thus, the results of licensing the allocation of sea areas for enterprises and cooperatives to organize aquaculture production in the whole province are still very modest, the progress is slower than the regulations set out. From this reality, the conference to remove procedures for aquaculture sea allocation was organized to help the Department of Agriculture and Rural Development, the Department of Natural Resources and Environment and coastal localities with enterprises and cooperatives to exchange, recognize and jointly remove difficulties; thereby speeding up the progress of sea allocation, contributing to the sustainable development of the aquaculture industry, protecting marine resources and improving the lives of coastal people.

Currently, the province has recorded 91 organizations (including 31 enterprises and 60 cooperatives) proposing to grant licenses to allocate sea areas for aquaculture. The units have been actively implementing the component procedures according to regulations to be granted licenses to allocate sea areas, of which 64 units have carried out project preparation and requested opinions on project explanations; 22 units have been implementing environmental procedures; 7 units have been granted licenses for marine aquaculture; the remaining units are implementing related procedures.

Delegates representing enterprises and aquaculture cooperatives attending the conference focused on proposing that the two departments and localities provide more specific administrative procedure instructions, a set of standards and processes for units to easily apply; propose collecting sea surface rental fees based on usage functions as well as considering approving low sea surface rental fees; support in essential fishing logistics; coordinate and guide to speed up the approval process of environmental impact assessment and aquaculture licensing...

Opinions and recommendations at the conference showed that in the process of implementing procedures related to licensing the allocation of sea areas, many difficulties and problems arose from the establishment of sea area maps, approval of project descriptions, approval of environmental impact assessment reports, licensing of aquaculture and allocation of sea areas. Along with that, many organizations and enterprises have not fully recognized the importance of detailed project preparation, leading to project dossiers that do not meet requirements, lack consistency, and do not ensure compliance with the province's development orientation for marine aquaculture. In addition, the issue of determining specific requirements according to environmental procedures is unclear, leading to confusion for enterprises and cooperatives in the process of implementing these procedures...

Concluding the conference, the leader of the Department of Agriculture and Rural Development, Phan Thanh Nghi, said that the conference achieved the goal of discovering and finding solutions to thoroughly resolve the problems in the issue of licensing the allocation of sea areas. Quang Ninh province strives to have enterprises and cooperatives complete procedures before March 15, 2025, and in March 2025, state management agencies carry out procedures for the allocation of sea areas to at least 40% of enterprises and cooperatives that have completed the procedures; grant aquaculture licenses to at least 70% and complete environmental impact assessments for 100% of enterprises and cooperatives that have completed the procedures.
