On the afternoon of January 15, the Government's Steering Committee for Administrative Reform held its 9th meeting to review administrative reform work in 2024 and deploy directions and tasks for 2025. In 2024, administrative reform work has been actively implemented. Accordingly, a total of 4,673 documents have been issued to direct, urge and thoroughly implement effective administrative reform tasks; Central ministries and branches have completed 1,019/1,049 tasks, reaching 97.14% of the plan, 2.74% higher than the same period in 2023; People's Committees of provinces and cities have completed 2,842/2,917 tasks, reaching 97.43% of the plan, 1.22% lower than the same period in 2023.

During the year, localities produced more than 34,000 reports and news articles on information and propaganda about administrative reform; organized more than 100 conferences, seminars and 28 contests to learn about administrative reform; ministries and branches conducted inspections at 166 affiliated agencies and units; thereby, promptly handled and directed the handling of 37/139 existing and limited problems discovered through inspection, reaching a rate of 26.62%. There are 13 ministries and agencies that have reduced and simplified 420 business regulations (QDKD) in 36 legal documents (VBQPPL), bringing the total number of QDKD cut and simplified by ministries and agencies from 2021 to present to 3,195 QDKD in 281 VBQPPL out of a total of 15,763 QDKD, reaching 20.2% and exceeding the minimum target set for the entire period of 2020 - 2025.
The arrangement, consolidation of the organizational apparatus and the completion of regulations on job positions in agencies and organizations in the political system, and the reform of salary policies continued to have clear changes, achieving positive results; The Government and the Prime Minister continued to direct ministries, branches and localities to synchronously and drastically implement the construction and development of e-Government and digital Government.

Speaking at the meeting, Comrade Nguyen Hoa Binh, Permanent Deputy Prime Minister of the Government acknowledged and commended the efforts and endeavors of the entire political system in administrative reform work in the past year. In 2025, he requested ministries, branches and localities to continue to thoroughly grasp and organize the strict, comprehensive, synchronous and effective implementation of the State Administrative Reform Master Program for the 2021 - 2030 period according to Resolution No. 76/NQ-CP dated July 15, 2021 of the Government and Directive No. 23/CT-TTg dated September 2, 2021 of the Prime Minister on promoting the implementation of the State Administrative Reform Master Program for the 2021 - 2030 period;
Promote reform and simplification of administrative procedures right from the stage of drafting legal documents; review and propose the abolition of administrative procedures and business conditions that are unnecessary, unfeasible, unclear, difficult to determine, not suitable for practice, and are barriers to production and business activities; increase decentralization in handling administrative procedures, reducing administrative procedure compliance costs for people and businesses.
Improve the quality and effectiveness of the implementation of the one-stop shop and inter-connected one-stop shop mechanisms; organize the pilot implementation of the model of one-level Public Administration Service Center under the Provincial People's Committee in a number of localities according to the plan. Continue to promote the digitalization of records and results of administrative procedure settlement, improve the quality and effectiveness of administrative procedure settlement and online public service provision.
Focus on implementing the tasks of building and developing e-Government and digital Government according to the approved plan and roadmap; Developing information technology infrastructure, digital infrastructure, national and specialized database systems, ensuring connection, synchronous, unified and smooth data sharing between agencies and localities to serve data analysis and processing, support data-based direction and administration to improve the effectiveness and efficiency of state management.
