According to Lieutenant Colonel Tran Long Khanh, from October to November 2023, the Phan Thiet City Police Investigation Agency received 369 complaints from people in Binh Thuan province and other provinces and cities participating in hui games of 4 hui lines in Phan Thiet.

The four bosses of these lines include: Huynh Thi Thuy Van (born 1996), Tran Thi Thanh Ngan (born 1998), Ngo Thi Loan Chi (born 1991), Nguyen Thi Hoang Sa (born 2001), all residing in Phan Thiet City, Binh Thuan.

The total amount of money that the four individuals are accused of embezzling is nearly 200 billion VND and this is not the final figure.

Phan Thiet City Police reported to the leaders of Binh Thuan Province Police to establish a working group specializing in handling petitions and reporting crimes for handling, and at the same time reported to the Ministry of Public Security to issue a decision to temporarily suspend the exit of the above individuals and issue a nationwide search notice.

According to Phan Thiet City Police, these hui lines are conducted via social networks. The hui players do not know each other, the hui leader only informs the players via text messages and they transfer money into the hui leader's account. The hui leader also does not announce the identity of the person who collects the hui for reasons of "personal confidentiality".

When the hui owner announces that the hui is broken and unable to pay, temporarily stay away, do not contact, turn off the phone, and block social networking sites.

On November 18, the Investigation Police Agency of Phan Thiet City Police initiated a case, prosecuted the accused, detained Ngo Thi Loan Chi for fraud and property appropriation and continued to mobilize the remaining individuals to cooperate with the investigation agency.

Binh Thuan Provincial Police advise people to choose appropriate and safe investment channels, forms of savings, and accumulation of money. At the same time, they warn those who organize capital contributions to comply with legal regulations, strictly prohibiting the organization of hui to illegally mobilize capital, lend at high interest rates, and defraud and appropriate property.
