List of scrap allowed to be imported from foreign countries as raw materials for production

Deputy Prime Minister Le Minh Khai signed Decision No. 13/2023/QD-TTg promulgating the List of scrap allowed to be imported from foreign countries as raw materials for production.

Scrap iron, steel, cast iron

Specifically, scrap allowed to be imported from foreign countries as raw materials for production includes: Scrap iron, steel, cast iron; scrap and scrap of plastic; scrap paper; scrap glass; scrap non-ferrous metal.

In which, iron, steel and pig iron scrap includes: Scrap and scrap of cast iron (HS code 7204 10 00); scrap and scrap of alloy steel: Stainless steel (HS code 7204 21 00); scrap and scrap of alloy steel: Other (HS code 7204 29 00); scrap and scrap of iron or tinplate steel (HS code 7204 30 00); other scrap and scrap: Turnings, shavings, swarf, mill scale, sawdust, filings, cuttings and burrs, whether or not compressed into blocks or baled, briquettes, bundles (HS code 7204 41 00); other scrap and scrap: Other (HS code 7204 49 00).

Plastic scrap and fragments include: Ethylene polymers: Non-rigid, porous (HS code 3915 10 10); Ethylene polymers: Other (HS code 3915 10 90); Styrene polymers: Other: Styrene polymers (PS), Acrylonitrile Butadiene Styrene (ABS); High Impact Polystyrene (HIPS); Expanded Polystyrene (EPS) (HS code 3915 20 90);...

Paper waste: Kraft paper or paperboard or corrugated paper or paperboard, unbleached (HS code 4707 10 00); other paper or paperboard made mainly of bleached chemical pulp, not coloured in the mass (HS code 4707 20 00); paper or paperboard made mainly of mechanical pulp (for example, of newspapers, journals and similar printed matter) (HS code 4707 30 00).

Organizations and individuals directly importing scrap as raw materials for production are only allowed to import scrap as raw materials for production for their facilities according to the designed capacity to produce products and goods.

Regarding transitional provisions, paper scrap with HS code 4707 90 00 is allowed to be imported from abroad under a component environmental license (Certificate of eligibility for environmental protection in importing scrap as raw materials for production) issued by a competent authority before June 1, 2023 and can continue to be imported until the expiration date of the component environmental license.

Plastic scraps and scraps with HS code 3915 90 00 that are allowed to be imported from abroad under a component environmental license or an environmental license granted by a competent authority before June 1, 2023 may continue to be imported until the expiration of the component environmental license or environmental license according to the corresponding HS codes specified in the List of scraps allowed to be imported from abroad as raw materials for production issued with this Decision.

Types of scrap permitted to be imported from abroad under a component environmental license or an environmental license granted by a competent authority before June 1, 2023 with a different name (but the HS code remains unchanged) compared to this Decision may continue to be imported until the expiry date of the environmental license or component environmental license.

This Decision takes effect from June 1, 2023 and replaces Decision No. 28/2020/QD-TTg dated September 24, 2020 of the Prime Minister promulgating the List of scrap permitted to be imported from foreign countries as raw materials for production.

From June 1, 2023, the import of fine-grained slag (slag sand) from the iron or steel industry (HS code 2618 00 00) as raw materials for cement production will be carried out in accordance with the provisions of the law on products and goods on construction materials.
