Ensuring safety at Sa Pa National Tourist Area
On April 25, 2024, before the April 30 and May 1, 2024 holidays, implementing the direction on fire prevention, fire fighting, rescue and relief work, ready to ensure fire and explosion prevention and control safety during the long holiday, the People's Committee of Phan Si Pang Ward, Sa Pa Town organized a fire fighting and rescue drill in the residential area of residential group No. 2.
Directly participating in directing the drill, Major Pham Van Bien, Deputy Captain of the Fire Prevention, Fire Fighting and Rescue Police Team, Sa Pa Town Police said: The drill has completed the coordination mechanism between forces in commanding and operating fire fighting, rescue and relief work; improving fire fighting and rescue techniques and tactics in densely populated areas, many production and business establishments in the key tourism development area of Sa Pa town.
Not only in Phan Si Pang ward, these days, in other wards and communes of Sa Pa town, fire and explosion prevention and control work is also focused on to ensure safety for the holidays of April 30 and May 1, 2024. In Sa Pa ward - the central area of the town with the highest population density and the largest number of tourists, the ward police force actively inspected hotels, motels, restaurants, and service businesses to comply with regulations on fire and explosion prevention and control.
Ms. Nguyen Thi Nga, owner of Sapa Parama Guesthouse, said: My house has 5 floors, with 20 rooms, of which 14 rooms regularly welcome tourists to stay. To ensure safety in fire prevention and fighting, especially during the hot season and the holidays of April 30 and May 1, 2024, recently, I have invested in installing an emergency staircase system, a fire alarm system, automatic smoke alarms and 14 mini fire extinguishers located in easy-to-see and easy-to-reach places in the house. Guests must comply with the regulations of no smoking, no irons in the room, and safe use of electrical equipment. Since the beginning of 2024, my family has been inspected twice by the authorities for fire prevention and fighting safety.
Major Pham Van Bien, Deputy Captain of the Fire Prevention and Rescue Police Team, Sa Pa Town Police added: Sa Pa Town is a National Tourist Area with 1,668 accommodation service establishments and thousands of restaurants, houses combined with service businesses, and festival activities taking place all year round, so fire and explosion prevention and fighting is always a top priority. To carry out this work, from the beginning of 2024 up to now, Sa Pa Town Police has directed to step up propaganda; consolidate, improve, and maintain the activities of 111 civil defense teams, with 1,350 members in villages and residential groups; successfully organized 3 training courses on fire prevention, fire fighting, and rescue for grassroots fire prevention and rescue forces, and issued 290 certificates of training in fire prevention, fire fighting, and rescue.
Sa Pa Town Police also guided and inspected fire prevention and fighting safety periodically and made records 927 times for management facilities in the area (of which the Commune People's Committee inspected 804 times, the Town Police inspected 123 times). In particular, Sa Pa, Ham Rong, Phan Si Pang, and Sa Pa wards organized 6 practice sessions, rehearsing fire fighting and rescue plans, contributing to improving fire fighting and rescue skills for forces and people in the area.
Ready forces and means for fire prevention and fighting
To ensure fire and explosion prevention and control during the hot season and the April 30 and May 1 holidays this year, not only in Sa Pa National Tourist Area, but also in other localities with tourist areas and tourist attractions that are also crowded with visitors, propaganda work, raising awareness and consciousness of people and tourists are also of interest.
Bao Ha commune is also the most populous place in Bao Yen district, with 1,760 households and nearly 200 service businesses including motels, restaurants, and shops.
Captain Hoang Truong Giang, Deputy Chief of Bao Ha Commune Police, said: In the past, the Commune Police have established records to monitor and manage fire prevention and fighting for 196/196 business and service establishments in the area; conducted fire and explosion safety inspections for 72 business establishments and 1,760 households. Currently, the whole commune has 415 households equipped with mini fire extinguishers, concentrated in central villages such as Bao Vinh, Lam San, Lien Ha 2, Lien Ha 4. The commune maintains 6 safe inter-family groups for fire prevention and fighting and 2 public fire fighting points. Thanks to good prevention work, there have been no serious fires and explosions in recent years.
In the first 4 months of 2024, Bao Ha Temple welcomed about 400,000 visitors from all over the world to visit and worship. In a place where incense offering and rituals take place regularly, with a large number of visitors, there is always a potential risk of fire and explosion. Currently, Bao Ha Temple has equipped an automatic fire warning system in the administrative area of the management board, arranged over 30 mini fire extinguishers in the palaces with many visitors and Buddhists offering offerings, 6 automatic fire extinguishers and installed 64 surveillance cameras inside and outside the temple. Security guards regularly remind visitors not to burn incense inside the temple to ensure safety and prevent fire and explosion.
According to Lieutenant Colonel Bui Manh Thang, Deputy Head of the Fire Prevention, Fire Fighting and Rescue Police Department (Provincial Police), to ensure fire prevention, fire fighting and rescue safety during the April 30 and May 1 holidays this year, units and police of districts, towns and cities will strengthen propaganda activities; focus on checking fire prevention and fire safety at locations where commemorative activities take place, festivals, cultural and political events take place; facilities with fire and explosion hazards around areas where commemorative activities are held such as markets, shopping malls, accommodation establishments, karaoke service establishments, industrial parks, handicraft areas, warehouses, households, houses for living combined with production, business, forest fire prevention and fighting...
Along with that, prepare permanent forces and means to ensure fire prevention, fire fighting and rescue safety in emergency situations; 100% of permanent forces are ready for combat; organize maintenance of fire fighting, rescue and rescue vehicles and protective equipment for fire fighting and rescue officers and soldiers; strictly implement the information and periodic and ad hoc reporting regime according to regulations; ensure that 100% of fires, explosions, accidents and incidents must be reported promptly.
According to the direction of the Provincial Police, before April 29, 2024, localities must complete the general inspection, review, and supplement fire prevention and rescue plans for facilities under management, focusing on carefully inspecting large-scale facilities, crowded facilities, and facilities with high fire and explosion hazards.
