On the afternoon of November 24, Tra On District Police (Vinh Long Province) announced that they had detained Cao Van Huyen (44 years old, residing in Binh Minh town) and a subject named Khoa, to investigate the case of a police captain whose leg was severed while chasing sand bandits.
Earlier, late on November 23, while on patrol, the task force discovered a wooden boat with two subjects illegally mining sand on the Hau River. The police ordered the vehicle to stop and fired warning shots, but the subjects accelerated and fled.

During the escape, the subjects' boat collided with the patrol boat, causing all 4 officers to fall into the river, 3 people were able to cling onto the subjects' boat.
Captain Tran Hoang Ngoi, an officer of the Economic and Environmental Crime Investigation Police Team, had both legs severed, suspected to have been caught in the "propeller" of the boat of illegal sand miners.
Immediately afterwards, Captain Ngoi was taken to Can Tho Central General Hospital for emergency treatment. Doctors said the victim was out of danger and was receiving intensive treatment.

Captain Tran Hoang Ngoi is not married and is a cadre who grew up in the grassroots. Ngoi's grandmother is a Heroic Vietnamese Mother and his father is a war invalid.
