At the ceremony, Vice Chairman of Binh Dinh Provincial People's Committee Nguyen Tu Cong Hoang announced the Prime Minister's decision on approving the Binh Dinh Provincial Planning for the period 2021 - 2030, with a vision to 2050.
Accordingly, by 2030, Binh Dinh aims to become a leading province in the North Central and Central Coast regions. It will be the center of processing, manufacturing, service and culture in the South of the region; a major center of the country for marine economic development; a national and international tourist center with a synchronous and modern economic infrastructure system.
Binh Dinh's economy develops rapidly, sustainably and greenly based on the pillars of industrial growth, tourism services, seaports - logistics, high-tech agriculture, urbanization... In which, the average GRDP growth rate in the period of 2021 - 2030 of the province reaches 8.5% or more. The average GRDP per capita by 2030 is 204 - 213 million VND/person; total budget revenue by 2030 reaches 30 - 35 trillion VND/year; total number of tourists reaches 12 million/year (2030); mobilized investment capital in the period of 2021 - 2030 reaches 800 - 850 trillion VND; digital economy accounts for 30% of the province's GRDP...
Regarding urban development, by 2030, Binh Dinh will have 21 urban areas, with 3 cities: Quy Nhon, An Nhon, Hoai Nhon. Developing Tay Son town into a gateway for trade in the west of the province... By 2030, the province will develop 15 industrial parks and 68 industrial clusters. In particular, the new administrative center of the province will move to Nhon Hoi Economic Zone on the basis of converting industrial land to urban and service areas.
Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee, said that the province has a strategic position, located in the center of the North-South axis; has a convenient traffic infrastructure system, the closest and most convenient gateway to the East Sea of the Central Highlands, Southern Laos, Northeastern Cambodia and Thailand. In addition, Binh Dinh also has a long history, is the capital of a number of dynasties, has a unique culture; is the "land of martial arts, heaven of literature" that gave birth to many national heroes, famous generals and many cultural celebrities.
By 2030, Binh Dinh aims to become a leading developed province in the North Central and Central Coast regions.
"Binh Dinh always determines that the work of building the provincial planning for the period of 2021 - 2030, with a vision to 2050, is of utmost importance. This is a necessary tool for planning, managing, and operating the socio-economic development plan in a unified and consistent manner, in sectors and fields, as well as allocating and effectively using the province's resources. We will focus on promptly implementing plans and projects to concretize the Prime Minister's decision to approve the provincial planning in accordance with legal regulations," Mr. Tuan emphasized.
Speaking at the ceremony, Deputy Prime Minister Le Minh Khai stated that the master plan of Binh Dinh province announced today was built with a breakthrough mindset, long-term vision based on distinct potential, outstanding opportunities and competitive advantages; concretizing the policy of the Politburo in Resolution No. 26-NQ/TW dated November 3, 2022 on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045, demonstrating the aspiration of the Party Committee and People of Binh Dinh to become a leading developed province in the North Central and Central Coast regions.
Binh Dinh province will play the role of a center for processing, manufacturing, services, tourism and culture of the region; a major center of the country for marine economic development; a national and international tourist center with a synchronous and modern economic infrastructure system.
According to the Deputy Prime Minister, Binh Dinh has become one of the dynamic and stable developing provinces in the North Central and Central Coast regions. The planning will open up new opportunities and development space for Binh Dinh province; it is expected to create a new impetus for Binh Dinh to develop breakthroughs and create miracles in socio-economic development.
To achieve the goals in line with the vision and orientation in the Plan, Deputy Prime Minister Le Minh Khai said that Binh Dinh province needs to focus on implementing well the following tasks and solutions: Focus on leading and directing the implementation of the Binh Dinh Provincial Plan for the period 2021-2030, with a vision to 2050, in conjunction with the implementation of the Central Resolutions, the National Assembly Resolutions, the Government; especially Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo. Strengthen cooperation and development linkage with provinces and cities in the North Central and Central Coast regions.
Announce and widely publicize the Provincial Planning, promote and advertise to attract social resources; especially create favorable conditions for the People to exercise their right to supervise the implementation of the Provincial Planning. Urgently research and develop a detailed and scientific Plan to implement the Provincial Planning, in accordance with the resources and practical conditions of the locality.
At the same time, mobilize and effectively use state, private and other legal resources to focus on investing in infrastructure development, ensuring synchronization and efficiency. Focus on economic restructuring, associated with growth model innovation, increasing labor productivity, improving the competitiveness of key industries and fields, on the basis of digital transformation, application of science and technology and innovation, green development, and circular economy.
Focus on training and developing human resources, attracting talents according to the development orientation of the province, especially human resources in information technology, engineering technology, tourism, high-tech industry, high-tech agriculture. Arouse and promote the heroic traditional cultural, historical and revolutionary values of the homeland. Continue to innovate and create; transform the strong desire for development, pride, love for the homeland and the spirit of innovation into every smallest action and work.

At the ceremony, Binh Dinh province also solemnly held a ceremony to hand over the decision on the planning of Phu Cat Airport for the period 2021-2030, with a vision to 2050; the decision to approve the investment policy, the investment registration certificate and the investment memorandum to investors who have been looking for investment opportunities in Binh Dinh.
