On the morning of November 15, the Standing Committee of the Ho Chi Minh City People's Council (HCMC People's Council) held a session to explain the promotion of digital transformation to serve people and businesses in HCMC. Chairwoman of the HCMC People's Council Nguyen Thi Le chaired the session.

Strengthen word of mouth to access official information

At the explanation session, the issue of ensuring information security and information confidentiality was of interest to many delegates. Lieutenant Colonel Le Minh Hieu, Head of the Telecommunications, Information Technology and Cryptography Department (PH04), Ho Chi Minh City Police, said that the authorities currently have many plans to secure information and promptly detect data intrusion and theft. Ho Chi Minh City Police also regularly and continuously scan for risks to ensure information security.

Regarding data security, according to Mr. Hieu, building an information system helps the city have an invaluable data warehouse in many fields, but if there is no protection mechanism to manage and ensure safety, it will cause great risks. Therefore, the Government has also built a Data Law, which has been submitted to the National Assembly for consideration.

In addition, in reality, when connecting with the outside world, people unintentionally reveal their personal information. For example, when receiving information about a promotion or lucky draw, users easily provide personal information.

Ho Chi Minh City Police also continuously warn people through mass media, television, and make clips broadcast on YouTube platform to help people learn more and be vigilant against the current widespread online fraud.

“Online fraud now happens almost every day. The elderly are the target group, because their access to information is limited compared to young people,” said Lieutenant Colonel Le Minh Hieu.

Mr. Hieu hopes that all people need to spread the word so that they can access official information and have more information channels to avoid being scammed.

Digital transformation must allow people to benefit from public services

Reporting on the results of the city's digital transformation program, Director of the Ho Chi Minh City Department of Information and Communications Lam Dinh Thang said that after more than 4 years of implementing the digital transformation program, the city has completed 19/23 targets. There are currently 4 targets that are continuing to strive to be completed by 2025.

According to Mr. Thang, Ho Chi Minh City determined that digital transformation must enable people and businesses to benefit from public services and social utilities more conveniently, quickly and effectively. The city has deployed a series of digital solutions, services and utilities to serve people and businesses.

For example, the city's administrative procedure settlement information system is connected to the VNeID citizen identification authentication system of the national population database...

However, there are still some difficulties and challenges in the city's digital transformation program. Specifically, the information technology investment process is still slow compared to requirements; some investment regulations in the information technology field have just been issued.

Therefore, units must research and implement to comply with the new regulations. Or the source of highly specialized information technology human resources in state agencies is increasingly limited; many important databases for the administration and development of the city depend on ministries and branches.

At the end of the meeting, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le requested the Ho Chi Minh City People's Committee to urgently implement the solutions committed at the explanation session, especially focusing on solving difficulties in processes, procedures, and resources. Strengthen coordination between departments and branches to synchronize and optimize connection and data sharing; prioritize training and development of digital human resources.

In addition, Ms. Le also requested departments, branches and localities to promote the application of AI and IoT technology in key areas such as environmental management, transportation, healthcare, education, security and order, etc.
