On the afternoon of December 16, Vice Chairman of the Ho Chi Minh City People's Committee Vo Van Hoan led a working delegation of the Steering Committee for the arrangement of commune-level administrative units in Ho Chi Minh City for the period 2023-2025, to inspect and survey the implementation of the arrangement in districts 4, 5, 6, 10, and 11.

During the inspection, Lieutenant Colonel Nguyen Ngoc Vu Vuong, Deputy Head of PC06 Department of Ho Chi Minh City Police, informed about the adjustment of population data during the arrangement process.
Colonel Vuong affirmed that no administrative procedures will arise.
Specifically, the police agency will adjust, separate, and merge people's residence information directly on the system and will adjust it simultaneously when Resolution 1278/2024 takes effect from January 1, 2025.

To ensure the above work is carried out smoothly, Ho Chi Minh City Police has issued a document to local police to review and make a list of residents in administrative areas subject to merger to report to the Ministry of Public Security for implementation, support and coordination in adjusting data on the system.
Therefore, the People's Committees of the wards subject to this arrangement need to coordinate with the police to propagate this content. According to Lieutenant Colonel Vuong, to adjust the data on the system simultaneously, it is necessary to stop accepting new administrative procedures and complete all received administrative procedures before January 1, 2025.
In particular, it is necessary to inform people that in necessary and urgent cases, they must submit one week before the Resolution takes effect, and in cases that are not yet necessary, they must submit after January 1, 2025.

For information transfer to people, agencies must do it from within and departments must have clear instructions so that agencies are ready, and when people have a need, they can handle it immediately, without causing trouble or wasting time.
The Vice Chairman of the Ho Chi Minh City People's Committee directed that when people need to submit documents, state agencies must prepare in advance to see what needs to be updated or supplemented, whether there are new administrative boundaries, and not let people submit documents, wait for more than ten days, then discover changes in wards and then ask people to supplement.

Reporting to the inspection team, the districts said that there were three difficulties in the arrangement process: personnel work, public assets, and administrative procedures for the people.

Regarding the redundant cadres, civil servants and public employees after the rearrangement, the Vice Chairman of the Ho Chi Minh City People's Committee said there are more than 1,000 people, affecting interests and feelings.
Therefore, Mr. Vo Van Hoan suggested that localities continue to seek ways to arrange and resolve policies for redundant staff. During the resolution process, it is necessary to consider arranging in other wards or areas in need. Try to be flexible to use staff in the best way.
For public property headquarters, it is necessary to arrange them appropriately and make full use of them to serve local development, not leaving any public property vacant and causing waste.
Resolution 1278/2024 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Ho Chi Minh City in the 2023-2025 period takes effect from January 1, 2025.
With this resolution, from today, Ho Chi Minh City will rearrange 80 wards in 10 districts (3, 4, 5, 6, 8, 10, 11, Binh Thanh, Go Vap and Phu Nhuan) to form 41 new wards, after rearrangement, 39 wards will be reduced compared to the current number.
After the arrangement, Ho Chi Minh City has 22 district-level administrative units including 16 districts, 5 counties and 1 city; 273 commune-level administrative units including 210 wards, 58 communes and 5 towns.
