On July 23, 1959, during his official visit to the Soviet Union, President Ho Chi Minh visited the Baku oil and gas industrial zone in Azerbaijan. Here, he suggested to the leaders of Azerbaijan: “I think Vietnam has a sea, we will definitely have oil, but we are at war, so we cannot do it yet. I hope and believe that after Vietnam wins the resistance war, you comrades will help us find oil, exploit and process oil, and build an oil and gas industrial zone like Baku...”. After President Ho Chi Minh's suggestion during his visit, the Vietnamese oil and gas industry opened a new era.

Petrovietnam has made rapid progress. From the position of an apprentice or employee, it has now mastered the most advanced exploration and exploitation technologies in the world, with great technical achievements that have changed the knowledge of the geological structure of oil fields in the world. We have built a complete, synchronous, and closed oil and gas industry from searching, exploration and exploitation to storage, transportation and deep processing.
The great achievements of the Oil and Gas industry over the past 60 years, with Petrovietnam as the main force, are also thanks to the special attention of the Party and Government in focusing on drastic direction, creating all conditions for development and the care and support of the people.
Among them are important resolutions, decrees, and decisions, which are the "red thread" paving the way for the Oil and Gas industry and Petrovietnam.
Immediately after the country's reunification, the Politburo made an important decision of strategic significance for the development of the Oil and Gas industry, with the issuance of Resolution No. 244-NQ/TW dated August 9, 1975 on the implementation of oil and gas exploration nationwide. This was the basis for the Government Council to issue Decree No. 170/CP on the establishment of the Vietnam General Department of Oil and Gas on September 3, 1975 - the first state organization to manage a unified technical and economic sector in the whole country.

On July 7, 1988, the Politburo issued Resolution No. 15-NQ/TW on the development direction of the Vietnam Oil and Gas industry to the year 2000.
On January 19, 2006, the Politburo issued Conclusion No. 41 and on March 9, 2006, the Prime Minister issued Decision No. 386 approving the development strategy of Vietnam's Oil and Gas industry to 2015, with a vision to 2025.
On July 23, 2015, the Politburo issued Resolution No. 41 on the strategic orientation for the development of the Vietnam Oil and Gas industry to 2025 and vision to 2035. The Resolution affirmed the important role of Petrovietnam as the key enterprise of the Vietnam Oil and Gas industry - in building and developing the economy and maintaining security and sovereignty over seas and islands.
However, due to the unprecedented fluctuations that the Group has faced in the world oil market, the dual crisis due to the pandemic and oil prices... the implementation of Resolution 41 has not been as expected.
Therefore, on April 24, 2024, the Politburo issued Conclusion No. 76-KL/TW on the implementation of Resolution No. 41 dated July 23, 2015 on the orientation of the Development Strategy of Vietnam's Oil and Gas Industry to 2025, with a vision to 2035 and some orientations for the new period.
The issuance of Conclusion 76 by the Politburo has created conditions for the rapid, sustainable, synchronous and effective development of the Oil and Gas industry, in line with the development regime, especially the socialist-oriented market economy and international integration in the new period, closely linked with the socio-economic development strategy, the national energy strategy and master plan, the requirements of the energy transition process and the promotion of green growth, industrialization and modernization of the country, sustainable development of the marine economy, contributing to firmly ensuring national energy security, national defense, sea and island security, and ecological environmental safety;

Promoting advantages, exploiting and effectively using national oil and gas resources, promoting and improving the efficiency of oil and gas activities abroad. Investing in developing a number of large-scale national energy industrial centers, integrating the oil and gas value chain, domestic and imported traditional energy associated with the development of new energy sources;
Develop a number of oil and gas corporations and enterprises with strong potential, modern management, regional and international competitiveness, in which Petrovietnam plays a leading role.
Conclusion 76 also identifies the core areas of basic investigation, exploration, field development and oil and gas exploitation as the priority areas, which must be prioritized in promoting the implementation of oil and gas activities; promoting the application of new technologies to improve the efficiency of exploration and exploitation activities in traditional, shallow water areas; taking advantage of connecting small, marginal fields; expanding oil and gas activities in deep water and offshore areas to increase reserves; researching, searching and exploring unconventional hydrocarbons;
Continue to carry out exploration, mine development and oil and gas exploitation activities abroad with a suitable and effective roadmap; synchronously deploy solutions to reduce greenhouse gas emissions in oil and gas activities, improve oil and gas recovery coefficients; urgently develop incentive mechanisms, policies and plans to implement carbon recovery, storage and treatment projects.
Conclusion 76 emphasizes the need to ensure the fundamental role and rapid development of the gas industry associated with a market mechanism under the management and regulation of the State, gradually integrating into regional and international markets. There must be mechanisms, policies, strategies, and plans for the effective exploitation and use of gas resources in the long term; accelerate the exploitation of domestic gas fields associated with gas-power project chains in the direction of ensuring overall national interests.

At the same time, it is necessary to promote the development of the offshore and coastal gas, wind and solar power industry; pilot projects on offshore wind power production and export; production of green hydrogen, green ammonia, renewable energy associated with the advantages of the Oil and Gas industry; prioritize the development of gas thermal power using domestic gas sources, promptly implement approved LNG thermal power projects; build national energy centers integrating gas, LNG - electricity - petrochemical refining, wind power, solar power, large-scale renewable energy with international competitiveness...
Regarding the oil and gas processing industry, Conclusion 76 requires the need to strengthen deep processing, improve the quality of oil and gas products, storage efficiency and distribution of oil and gas products; prioritize the development of effectively operating refineries and petrochemical plants. At the same time, research and invest in petrochemical projects (including petrochemicals from gas), new chemicals associated with oil and gas processing centers, renewable energy centers; convert fuels and products towards greening, reducing CO2 emissions...
For the manufacturing industry and technical services in the energy sector, especially renewable energy and high-quality oil and gas, Conclusion 76 requires increasing added value, localization rate and self-reliance, becoming a key sector of the Oil and Gas industry.
The history of the Oil and Gas industry over the past half century has focused on exploiting resources to enrich the country. However, this is a non-renewable resource that will be exhausted. Therefore, the resource of the Oil and Gas industry, of Petrovietnam at present and in the future, will be human.
People can “create new dynamics”, People can “renew old dynamics” and continue to sustainably develop the Group.
With the “new motivations” brought about by Conclusion 76, with the spirit of “One team, one goal” and with the motto of “adding new motivations, renewing old motivations”, managing fluctuations, Petrovietnam will certainly have breakthroughs, overcome barriers and challenges to become a national industrial - energy group and reach new heights and enter a new era.
