On the morning of December 22, 2024, the People's Committee of Lao Cai province, Vietnam Television and Vietnam National Oil and Gas Group (Petrovietnam) held the inauguration ceremony of the project to rebuild residential areas in Lang Nu village (Phuc Khanh commune, Bao Yen district), Nam Tong village (Nam Luc commune, Bac Ha district) and Kho Vang village (Coc Lau commune, Bac Ha district, Lao Cai province). The ceremony was held simultaneously in person and online at 3 locations. Prime Minister Pham Minh Chinh attended and delivered a speech at the Lang Nu village bridge.

On Petrovietnam's side, there were comrade Le Manh Hung, Party Secretary, Chairman of the Group's Board of Members attending at Lang Nu village; comrade Le Ngoc Son, Deputy Party Secretary, General Director of the Group; comrade Tran Quang Dung, Standing Deputy Secretary of the Group's Party Committee; representatives of leaders of Vietsovpetro, PVEP, PV Power, PVFCCo attending at Kho Vang village.
At the ceremony, representatives of the people receiving the houses expressed their emotions at the attention of the Party, the State, Lao Cai province, sponsors, military forces, police, authorities and local people who helped rebuild houses, creating sustainable livelihoods for a new life after the pain and loss caused by the consequences of storm No. 3 and the storm's circulation. In addition to supporting the reconstruction of houses, the sponsors also supported households with necessary items for daily life.
Prime Minister Pham Minh Chinh donated 150 houses to poor households living in temporary and dilapidated houses.
Speaking at the ceremony, Prime Minister Pham Minh Chinh expressed his emotion at attending the inauguration ceremony of the three villages of Lang Nu, Nam Tong and Kho Vang; stating that we are moved to recall that more than 3 months ago, a flash flood disaster occurred due to the impact of storm No. 3 (Yagi), causing great damage to people and property. Immediately after the disaster, Party and State leaders promptly took stock of the situation, directed solutions to overcome the consequences of the natural disaster, and encouraged people to overcome pain and loss. The Prime Minister also went directly to the scene of Lang Nu, directly directed 7 urgent solutions, including requesting the Party Committee, authorities, and units to urgently rebuild and build new residential areas of Lang Nu, thereby contributing to implementing the direction of General Secretary To Lam: no one is left behind, no one is homeless, no student cannot go to school.
This work has received strong support and enthusiastic participation from agencies, units, businesses, and philanthropists across the country, including Petrovietnam. Up to now, the units have made efforts to overcome all difficulties and challenges, completing the projects before the deadline assigned by the Prime Minister, December 31, 2024.
The Prime Minister highly appreciated the fact that along with the construction of housing projects, the units have synchronously built cultural houses, electricity, water infrastructure, landscapes, etc.

In the 3 residential reconstruction areas, Petrovietnam is the unit accompanying the authorities of Lao Cai province to reconstruct the residential area of Kho Vang village. This is a small village located in the middle of the Northwest mountains and forests, once home to nearly 100 Mong and Dao households. But in just one night, the historic flood in September 2024 caused many people to lose their homes and lives. Village chief Ma Seo Chu mobilized 17 households to move out of the dangerous area. They were temporarily housed in an old football field, next to the headquarters of the People's Committee of Coc Lau commune. But the people of Kho Vang village in particular and the people in the flood area in general were not alone. In the most difficult times, local authorities and people across the country were present, joining hands to collect necessities, clothes, etc. to help them overcome.
Responding to the call of the Party, the State, the Central Committee of the Vietnam Fatherland Front, with the consent of the Prime Minister, with the tradition of "mutual love", "loyalty" of Oil and Gas and social responsibility, Petrovietnam has accompanied the authorities of Lao Cai province at all levels to reconstruct the residential area of Kho Vang village, ensuring a stable, safe and long-term life for the people.
Lao Cai Provincial Government and Petrovietnam have fulfilled their commitment to the Prime Minister, completing the construction so that people in Kho Vang village can move into their new homes before December 31, 2024.
And after 3 days of continuous phone calls, agreeing on the policy between comrade Le Manh Hung, Party Secretary, Chairman of the Board of Members of Petrovietnam and comrade Dang Xuan Phong, Secretary of Lao Cai Provincial Party Committee, on September 21, amidst the emotions of hundreds of people, Petrovietnam coordinated with Lao Cai province and Bac Ha district to start the reconstruction of the residential area of Kho Vang village. The entire cost of the reconstruction of the residential area of Kho Vang village was taken from the social security fund, and oil and gas workers voluntarily contributed and worked on "Volunteer Saturdays". This demonstrated the heart, culture of affection and sharing of the oil and gas people, thereby contributing to the implementation of the Party and Government's policy of caring for and supporting ethnic minorities, especially in situations of overcoming the consequences of natural disasters.
The resettlement area of Kho Vang village was designed on a gentle hillside with eight steps to suit the complex terrain and the living habits of the Mong and Dao people, who live in low-rise houses but on high ground, unlike the Tay people who live in stilt houses on flat land. Building a house seems simple, but on a high, complex terrain, it faces many difficulties and challenges. To have a flat surface to carry out construction work, the construction units had to level 3 hills. Initially, leveling the ground was a difficult problem. The rough terrain, large rocks scattered around forced the construction team to use modern machinery and sometimes even human power to gradually "open the road". Every day, dozens of trucks carrying soil and rocks weave through narrow, winding roads to bring materials to the construction area. The weather in Coc Lau is not at all favorable to the persistent forest rains. The rain not only disrupted the construction progress but also turned the transport roads into mud. Many days, trucks and machinery got stuck, hindering the implementation of the work.
Comrade Do Chi Thanh, Deputy General Director of Petrovietnam and Comrade Nguyen Manh Kha, Permanent Vice President of Vietnam Oil and Gas Trade Union, on behalf of the Group's leaders and Oil and Gas workers, expressed their sincere thanks to the local authorities, the Management Board, and contractors for their efforts to ensure that the project could be completed on schedule .
Facing many difficulties in terms of terrain and harsh weather conditions, Lao Cai province and the construction units have overcome and after more than two months of continuous construction, which can be considered a record in construction time, 35 houses in the resettlement area have been basically completed. The cultural house and kindergarten have been built. The sweat of the team of engineers, workers and contractors has been exchanged for bright smiles on the faces of the people.
Each house in the resettlement area is designed to be 60 square meters wide, with a living room, bedroom, kitchen and outbuildings. Along with the house construction, the electrical system, drainage system and internal roads are also urgently completed. Engineers must design so that rainwater drains quickly, without eroding the ground. Internal roads are solidly poured with concrete, connecting clusters of houses for convenient movement of people. To ensure progress, the construction site is divided into many simultaneous construction teams, each team in charge of a separate item.

Up to this point, it can be affirmed that Lao Cai provincial government and Petrovietnam have fulfilled their commitment to the Prime Minister, completing the construction so that people in Kho Vang village can move to their new homes before December 31, 2024.
The journey of rebuilding Kho Vang village is a vivid demonstration of the spirit of mutual love and solidarity between the local government, businesses and people. With the close guidance of Lao Cai Provincial People's Committee and strong commitment from Petrovietnam, the reconstruction work has overcome numerous difficulties, from rugged terrain to harsh weather and has been completed on schedule.
Not only participating in the reconstruction of Kho Vang village, Petrovietnam also accompanies Lao Cai provincial authorities to achieve the goal of eliminating temporary and dilapidated houses in the province according to the policies of the Party, the State and the call of the Prime Minister. According to the plan, many households in the province will be supported to build solid houses, ensuring safety, cleanliness and sustainability criteria. This work is carried out based on resources from the local budget, contributions from organizations and businesses, and the active participation of the people. The new houses not only help improve living conditions but also motivate people to work with peace of mind, towards a future of comprehensive development.
In addition to supporting house construction, related programs such as providing livelihoods, improving transport infrastructure, schools and health stations in disadvantaged areas are also being implemented synchronously. This is a testament to the province's determination to improve the quality of life for ethnic minorities, while affirming Petrovietnam's pioneering role in social security work. This action not only contributes to the implementation of sustainable development goals but is also a way to spread profound human values, strengthening people's trust in the leadership of the Party and State.
Kho Vang Village has now been strongly “revived”. New concrete roads, spacious houses and bright eyes have become symbols of solidarity, determination and faith in the future. Oil and Gas people are happy to have contributed to bringing that happiness to the people here!
