With the Green Deal, the European Union (EU) is and will set many other strict green standards for imported goods, including goods from Vietnam. However, a recent survey by VCCI shows that up to 88-93% of businesses and other related entities have never known or have only heard about this Agreement.

On November 16, the Vietnam Federation of Commerce and Industry (VCCI) coordinated with other units to organize the workshop "EU Green Deal impacts on Vietnam's exports: What businesses need to know" to support manufacturing and exporting enterprises to learn, comply with and adapt to standards within the framework of the EU Green Deal.

The European Union (EU) market is one of the most important destinations for Vietnamese exports. However, the EU is also a world leader in green transition and emissions neutrality efforts, especially within the framework of the European Green Deal (EGD) – a package of green policy initiatives covering all economic sectors of the EU, with direct impacts on goods imported into the EU.

Recent EU regulations on banning imports of certain agricultural products from deforested land (EUDR), on requiring declaration and payment of carbon emission tax on imported steel and iron (CBAM), on reducing antibiotic residue limits, maximum residue limits in imported food… are just some of the many actions taken by the EU to implement the Green Deal.

According to the plan, the EU is and will set many other strict green standards for imported goods, including goods from Vietnam. More importantly, many other export markets are expected to implement similar policies to the EU.

Speaking at the workshop, Mr. Nguyen Quang Vinh - Vice President of VCCI affirmed that green transformation is an inevitable global trend. The European Union (EU) is considered one of the most active regions in the world in pursuing this trend, especially with the adoption and implementation of the EU Green Deal since early 2020.

The Green Deal is a package of EU framework policy initiatives aimed at making the EU greenhouse gas neutral by 2050 and reducing the use of natural resources for economic development.

According to Mr. Nguyen Quang Vinh, the EU's gradual implementation of the goals in the Green Deal directly impacts business activities in or with the EU market, including the production and export of goods from Vietnam to this market.

As a large market, the EU is always in the top in terms of export turnover of Vietnamese goods. Therefore, monitoring and adapting to policies within the framework of the EU Green Deal is an urgent requirement for Vietnamese manufacturing and exporting enterprises to maintain and develop sustainably in the EU market in particular and markets that are also taking green transformation actions in a similar direction.

Mr. Nguyen Quang Vinh informed: "A quick survey by VCCI in August 2023 showed that up to 88-93% of businesses and other related entities have never known or have only heard about the Green Deal and the specific policies and regulations that the EU has implemented up to this point. Meanwhile, many EU green policies that have a direct impact on Vietnam's export goods to this market have been issued, or are being drafted and will be approved in the near future."

Dr. Nguyen Thi Thu Trang - Director of the WTO and Integration Center (VCCI) said that the EU is and will set many other strict green standards for imported goods, including goods from Vietnam. More importantly, many other export markets are also planning to implement similar policies to the EU.

EU green policies affect Vietnam's exports, increasing "green, sustainable" standards for exported goods; at the same time increasing the financial responsibility of producers for "green, sustainable" goals.

Along with that are increased requirements on information declaration procedures, on accountability when importing, or requirements to provide information on the "green, sustainable" aspects of products to consumers...

Ms. Nguyen Thi Thu Trang informed that according to VCCI’s review, the EU has issued nearly 60 actions to implement the Green Deal. Accordingly, EU regulations will impact Vietnamese export enterprises in three main aspects.

First , it increases green standards for products and goods exported from Vietnam to the EU. Second , it increases the green financial responsibility of some manufacturers related to products that are likely to cause environmental pollution during production when imported into the EU. Third, it increases accountability for product origin as well as requirements related to the environmental impact of the production, use and disposal of products.

At the workshop, representatives of associations such as the Vietnam Coffee - Cocoa Association, Vietnam Textile and Garment Group... shared the impacts of the EU Green Agreement on Vietnam's key export industries. Representatives of enterprises attending the workshop also recommended that competent authorities should effectively support the process of adapting to EU green standards by providing timely, accurate and detailed information on EU green standards according to groups of 5 specific products; consulting and guiding enterprises in implementation; coordinating with the EU to discuss appropriate implementation methods and technical support for Vietnamese enterprises...
