Mr. Jose Anson, consultant of the Universal Postal Union (UPU), commented that Vietnam has great potential to improve its ranking in the integrated index of postal development - 2IPD.
2IPD is an integrated index of postal development issued by the UPU to assess the efficiency and capacity of postal operations of countries. This index also provides an overview of postal development globally.
In addition to assessing the relative performance of postal operators worldwide, 2IPD also sheds light on how to promote postal development and maximize the efficiency of postal infrastructure.
According to the UPU's assessment, in 2022, Vietnam's 2IPD score reached 46.5 points, placing it in the level 5 group and among the top countries with well-developed postal activities. In the ASEAN region, Vietnam maintained its 4th position for 5 consecutive years, from 2018 to 2022, behind Singapore, Thailand and Malaysia.
During the 2-day working program on April 20-21 in Hanoi between the leaders of the Postal Department (Ministry of Information and Communications) and Vietnam Post Corporation - Vietnam Post with UPU consultants on improving the 2IPD index, Vietnam Post General Director Chu Quang Hao said that since May 2022, Vietnam has had a Postal Development Strategy to 2025 and orientation to 2030.
The postal development strategy aims to rank Vietnam 40th in the UPU's integrated postal development index, equivalent to level 6 under the new 2IPD assessment method.
As an active member of the Councils and Associations at UPU, Vietnam Post plays a key role in implementing solutions to improve and enhance the 2IPD index, contributing to economic growth as well as enhancing the ranking of Vietnam Post in the international arena.
Based on the analysis of the strengths, weaknesses, opportunities and challenges of Vietnam Post in particular and the Vietnamese postal industry in general, UPU consultant Jose Anson said that Vietnam has great potential to achieve a higher ranking than the current level 5, specifically reaching level 6 and even level 7 by 2025.
According to Mr. Jose Anson, to do this, the state management agency, the Ministry of Information and Communications, and Vietnam Post, as the designated postal enterprise, need to focus on effectively implementing solutions for infrastructure development, data standardization, service quality improvement, strengthening cooperation, and developing green postal services. At the same time, improve the scores of the four criteria for evaluating the 2IPD index on reliability, accessibility, relevance, and resilience.
Mr. Jose Anson also emphasized the close relationship and interaction between the 2IPD index and socio-economic development, contributing to national GDP growth. Specifically, when improving the score of the reliability criterion, the postal industry will contribute to improving the efficiency of logistics operations.
Improving accessibility scores through the development of international partner networks will contribute to promoting e-commerce and digital commerce activities. Improved relevance criteria will help increase rapid competitiveness in the postal sector, promoting e-commerce trading activities.
Improving the criteria for resilience, demonstrated through maintaining and stably providing services and flexibly adapting to external impacts, is a premise for sustainable postal development in the future.
“With the current growth rate combined with the discussed solutions, the Vietnamese postal industry can absolutely set a further goal of moving up to Group 7 and aiming for sustainable development. It is important to develop the postal sector to contribute more to the development of the Vietnamese economy, especially in the context of the booming e-commerce,” Mr. Jose Anson shared.
In the postal sector, the Ministry of Information and Communications has determined the orientation of transforming from delivery to e-commerce and logistics infrastructure. With this transformation, the postal sector has a new mission of "Ensuring the flow of material as the foundation for digital economic development" . According to statistics, in the past 5 years, the growth rate of the Vietnamese postal sector has been 25%/year. Maintaining this growth rate is also a goal of the sector in the next 5 years. The revenue of the postal sector in 2022 reached 2.2 billion USD and is expected to reach 4 billion USD in 2025. |
