Electricity Trading Company (EVNEPTC) said that by the end of May 26, 2023, EVNEPTC had completed negotiations, signed minutes and initialed power purchase agreements (PPA) with 40/40 investors proposing a temporary price of 50% of the ceiling price.

On May 27, EVN submitted a document to the Ministry of Industry and Trade for consideration and approval for all 40/40 investors of wind and solar power projects to forward the temporary price proposal.
Up to now, there are 19 transitional projects (or parts of projects) that have had their provisional prices approved by the Ministry of Industry and Trade and signed PPAs.
In addition, there are 16 transition projects that have been connected to the grid and are undergoing testing; of which 5 transition projects have completed testing and are carrying out COD procedures for commercial power generation.
19 transitional projects have been accepted by competent State management agencies for the entire plant/part of the plant; 26 transitional projects have been granted electricity operation licenses for the entire plant/part of the plant.
Previously, Deputy Minister of Industry and Trade Dang Hoang An said that the Ministry of Industry and Trade has directed EVN to complete the negotiation of provisional prices with all investors in wind and solar power projects before May 27, 2023 to submit to the Ministry of Industry and Trade for approval and proceed simultaneously with the completion of procedures for signing power purchase contracts.
The Deputy Minister also affirmed that the three major viewpoints on handling difficulties for renewable energy projects in accordance with the direction of the Prime Minister are: (i) Solving problems must comply with legal regulations; (ii) Solving in the spirit of "harmonizing benefits and sharing risks"; (iii) Reasonable electricity prices and transmission costs.
However, up to now, 32/85 transitional renewable energy projects, with a total capacity of 1,576.05 MW, have not yet submitted documents to EVNEPTC to negotiate electricity prices and power purchase contracts. It can be seen that the completion of legal documents for granting electricity operation licenses has not received due attention from investors, leading to delays in preparing and submitting documents to competent authorities.
In addition, many investors have violated legal regulations on planning, land, construction investment, etc., so they have not yet met legal procedures and cannot negotiate prices with EVN. Some investors have been asked to supplement their documents since the end of March 2023, but after 2 months they have not been able to supplement them.
"This is the time when investors need to urgently complete procedures and submit documents so that the electricity price agreement is not prolonged, shorten the time to put these projects into operation, and gradually solve the business problems of enterprises," the Ministry of Industry and Trade emphasized.
In the spirit of actively implementing the Prime Minister's direction, the Ministry of Industry and Trade and Vietnam Electricity Group have recently made great efforts and focused on removing difficulties and obstacles with the goal of bringing renewable energy projects to the grid early while still ensuring compliance with legal regulations.
