Since its inception, the Communist Party of Vietnam has always maintained its principles as the vanguard and loyal representative of the working class, the working people and the Vietnamese nation; as the leading force of the state and society; Party organizations and Party members operate within the framework of the Constitution and the law; always closely associated with the people, serving the people, subject to the supervision of the people, and responsible to the people for its decisions.
Promoting the Party's leadership and governing capacity over 37 years of implementing the renovation and development process, the Communist Party of Vietnam has affirmed its position, role and great stature in terms of leadership and governing capacity; the people's trust has been consolidated; Vietnam's position in the international arena has been enhanced; Vietnam has never had such a foundation, potential, position and international prestige as it does today.
The Resolution of the 13th National Party Congress has set clear and specific development goals for each stage, in which Vietnam strives to become a developed country with modern industry and high average income by 2030 and a developed country with high income by 2045. To realize the aspirations of our people and the Vietnamese nation, the Communist Party has put forward the policy of: Improving the leadership capacity, governing capacity and fighting strength of the Party; strengthening the building of a clean and strong Party and political system in all aspects; consolidating the people's trust in the Party, the State and the socialist regime; promoting the will and strength of great national unity combined with the strength of the times; comprehensively and synchronously promoting the cause of innovation, industrialization and modernization; maintaining a peaceful and stable environment; firmly protecting the socialist Fatherland of Vietnam.
Specifically:
- Promote democracy within the Party, expand democracy in the political system and the whole society.
Democracy is a value and a driving force for the development of a civilized and progressive society. Therefore, all activities of the Party are based on democracy and aim towards the goal of democracy. When democracy within the Party is promoted, it will promote the process of innovation of the political system and the democratization of the country. Accordingly, the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" will be fully implemented in all areas of social life. Along with promoting and expanding democracy, the Party always focuses on maintaining strict discipline and discipline associated with the responsibility of Party committees and leaders in personnel work; promoting social responsibility and civic responsibility; truly relying on the people to build and rectify the Party and a clean and strong political system. Resolutely criticize, condemn, and strictly handle acts that violate the law, take advantage of democracy, disregard the discipline and laws of the country, incite disturbances, disrupt security and order at the grassroots level, and harm the interests of the people.
- Strengthen control of power, implement the principle that all state power belongs to the people .
Promoting democracy and strengthening control of power are two fundamental political issues of the Party's leadership and ruling. If democracy is lost, or democracy is formal, it will lead to the degeneration of power; conversely, when power is corrupted, democracy is just a formality. To effectively implement the principle that all power belongs to the people, to prevent power from being corrupted, power must be controlled; power must be locked in a "cage of mechanisms" - the Party's discipline and the State's legal system. Create a strong change in the awareness and actions of Party committees at all levels; have a mechanism to promote the role of the people in participating in building the Party and the political system. The people must be the subject of power control, truly mastering the country, mastering society, and mastering themselves. Having people means having everything, losing people means losing everything. That is a lesson of law distilled from the revolutionary practice of our nation under the leadership of the Party in winning and maintaining power in the past, in the aspiration to develop the country today. Each Party member and cadre must truly imbue revolutionary ethics, be truly thrifty, honest, impartial and selfless. We must keep our Party truly clean, and be worthy of being the leader and a truly loyal servant of the people.
- Continue to innovate the Party's leadership and governance methods to promote the combined strength of the political system .
Perfecting the Party's working methods, forms, methods, regulations, rules, procedures, and working style for the activities of the political system in order to successfully implement the Party's Political Platform, guidelines, resolutions, and leadership contents. In the process of leading the Vietnamese people and nation to realize the country's development goals, the Communist Party advocates closely linking and synchronously implementing tasks, taking socio-economic development as the center, Party building as the key, cultural development as the spiritual foundation, and ensuring national defense and security as essential and regular. Prioritizing the development of human resources for leadership, management, and key areas on the basis of focusing on improving and creating a strong, comprehensive, and fundamental change in the quality of education and training associated with the mechanism of recruiting, using, and rewarding talents, promoting research, transfer, application, and development of science and technology, and innovation. To concretize and effectively implement the relationship between the two strategic tasks of building and defending the Fatherland in the socio-economic development strategy and the Fatherland protection strategy; in the fields of economy, culture, society, national defense, security, foreign affairs; in strategic regions, areas, and areas and in each specific task, program, and plan. To arouse the aspiration to develop a prosperous and happy country, to promote cultural values, the strength of the Vietnamese people, the spirit of solidarity, and national pride.
