Positive changes after more than 2 months of implementing Decree 168

From January 1, 2025, along with the Law on Road Traffic Safety, Decree 168/2024/ND-CP of the Government (Decree 168) regulating administrative sanctions for violations of road traffic safety has officially come into effect with many administrative sanctions many times higher than the previous regulations. After more than 2 months of Decree 168 coming into effect, the work of ensuring road traffic safety in the province has had many positive changes, the majority of people agree and support the authorities in resolutely handling violations.

Many habits have changed

In the past, when traveling on the road, especially at some important intersections such as three-way and four-way intersections, it was not difficult to see some drivers running red lights, endangering themselves and other road users, potentially causing many traffic accidents.

However, since Decree 168, many people have given up this "habit". At some key intersections in the province, although there are times when the traffic volume of people and vehicles increases, people still line up and wait for the red light. The change in people's awareness when participating in traffic is not only reflected in obeying traffic lights but also in following the correct part of the road and lane; not speeding, recklessly overtaking...

Mr. Nguyen Duc Quan in Dong Van town (Duy Tien town) shared: In the past, when driving on the road, especially during rush hour when I saw the green light had 1-2 seconds left, or even turned yellow, I still deliberately overtook. Since Decree 168 was issued, with very high penalties, especially for running a red light, I have strictly complied. Ms. Nguyen Thi Hong Hanh, Le Hong Phong ward (Phu Ly city) said: Decree 168 has really entered the lives of every citizen. The clearest evidence is that recently, during rush hour, at intersections, there is no longer the scene of some traffic participants deliberately running a red light but lining up and waiting in an orderly manner. This helps reduce traffic accidents and collisions.

According to records, after more than 2 months of Decree 168 taking effect, people's awareness of law compliance has changed positively in both urban and rural areas. People strictly follow regulations on wearing helmets, traffic light signals, and travel more carefully... This change is not only on national highways, provincial roads, and district roads, but also on commune and village roads.

The above results were achieved because before and after Decree 168 took effect, the Provincial Police Department directed the Traffic Police force in the whole province to coordinate with the local police force to promote propaganda, dissemination and education of laws, the contents of the Road Traffic Safety Law and Decree 168 on many channels and in many forms to raise people's awareness when participating in traffic. Accordingly, the Traffic Police force and local police organized 112 propaganda sessions for 52,018 workers, laborers, union members, students and teachers of schools. The propaganda content focused on some new points of the Road Traffic Safety Law and Decree 168. The Provincial Police Department also directed the Traffic Police Department to coordinate with local police to install hundreds of propaganda signs on the penalty levels according to Decree 168 for the act of running a red light at intersections with traffic lights; Direct the Traffic Police Department to coordinate with relevant units to review and organize the reception of tasks, authority to operate, exploit, use, and adjust traffic light cycles at intersections in the area.

Linking propaganda with strict handling of violations

Along with the propaganda, dissemination and legal education to raise people's awareness of law compliance when participating in traffic, the provincial traffic police force has increased patrols, controls (TTKS), and strictly handled cases of intentional violations. During the process of handling violations, officers and soldiers combine reminders and direct propaganda about the new points of Decree 168; in which, focusing on propaganda about fines, point deductions, additional penalties, and revocation of driving licenses (GPLX).

In the first two months of the year, through the Traffic Police Department, the authorities launched peak campaigns to handle violations of traffic safety, inspecting and handling 7,988 cases of violations, fined 15.78 billion VND; revoked driving licenses for 932 cases, 21 badges, 1 inspection, temporarily detained 822 vehicles, deducted driving license points for 581 cases. Of which, there were 576 cases of alcohol concentration violations, fined 3.826 billion VND; 2,626 cases of speeding violations, fined 6.313 billion VND; 143 cases of overload violations, fined 956 million VND; 214 cases of running red lights, fined 1.234 billion VND... Lieutenant Colonel Nguyen Khanh Truong, Head of the Traffic Police Department of the Provincial Police, said: In order to promote the effectiveness of Decree 168, in the coming time, the Traffic Police Department of the Provincial Police will arrange more working groups to strengthen traffic control on traffic routes and key locations, promptly remind and strictly handle violations. In particular, immediately after dissolving the district-level police, the Traffic Police Department of the Provincial Police quickly stabilized and arranged patrol teams of the road traffic police teams and stations in districts, towns, cities, and decentralized routes to inspect and strictly handle violations that are the main causes of traffic accidents, especially violations related to alcohol and drug concentrations; expanding the vehicle body, transporting overloaded or oversized goods, transporting goods without properly securing them; not obeying traffic light signals, driving in the wrong part of the road or lane; driving in the wrong direction to avoid overtaking, not complying with regulations on giving way at intersections; driving in groups causing traffic obstruction, weaving, swerving...

In addition, the Traffic Police force of the whole province also actively coordinated with relevant agencies and units to conduct a general inspection and review of shortcomings in traffic infrastructure, especially traffic light clusters, to propose and recommend to competent authorities for handling. Through the review, the whole province discovered 18 traffic light points that were operating unreasonably or were broken. In fact, recently, especially when Decree 168 took effect, many people have made recommendations and reflected to competent agencies and local authorities about the uneven quality of traffic lights in some areas and the unreasonable allocation of signal times; these factors can affect the effectiveness of traffic management measures and the implementation of Decree 168... so that competent agencies can promptly consider and overcome them.

It can be affirmed that Decree 168 has been put into practice, contributing to raising awareness, reducing violations, and creating a clear change in the compliance with the law when participating in traffic of each citizen. Therefore, for the decree to achieve sustainable results, it requires the participation of each citizen and the whole society. Along with that, relevant units and agencies also need to coordinate closely in perfecting traffic infrastructure and overcoming shortcomings in traffic organization. These are important, synchronous, and effective solutions to protect the strictness of the law, protect the lives of traffic participants, and contribute to minimizing the consequences of traffic accidents.
