According to Circular 08/2023/TT-BGTVT of the Ministry of Transport, from June 3, 2023, passenger cars with up to 9 seats that are not used for transportation business (with a production period of up to 7 years and a production period of 13-20 years) that have been granted certificates and inspection stamps before March 22, 2023 and are still valid for inspection as of June 3, 2023 will have their inspection cycle automatically extended according to the new cycle prescribed in Circular 02/2023/TT-BGTVT.

Transport businesses say the congestion of vehicle inspections has not decreased.

Why is the vehicle inspection app still stuck until August?

The fact that more than 1.9 million vehicles are subject to automatic extension of inspection cycles to focus on inspection of vehicles with expired registrations and commercial transport vehicles has made many transport businesses breathe a sigh of relief. However, speaking with Thanh Nien yesterday, leaders of many transport service companies still complained of being tired of the congestion of vehicle inspections.

Mr. Nguyen Ngoc Thanh, Director of Kim Phat Transport Company, said: Currently, the company has 10 tractors due for inspection, but according to the registration schedule on the app, it still has to wait until August. Up to this point, the exemption from inspection for passenger cars with less than 9 seats that are not used for transportation has not yet had the expected effect. The reason is that the vehicles subject to automatic renewal have not yet been renewed, so the traffic jam remains.

When asked, representatives of many businesses shook their heads in frustration and said, "I have no idea" because "the service is poor and has not been effective, but now proposing to increase prices is very unreasonable". However, for these units, the most important thing is to solve the bottleneck of vehicle inspection so that they can put the vehicles into operation to maintain the business's operations. Because in the past time, the transportation business market has been very difficult when many transportation companies are facing bankruptcy and losses.

Mr. Le Trung Tinh, Chairman of the Ho Chi Minh City Passenger Automobile Transport Association, analyzed: The automatic extension for vehicles with less than 9 seats that are not in the transport business is to reduce congestion pressure for inspection services. However, in reality, Circular 08 of the Ministry of Transport has only been effective since June 3, so reducing inspection congestion immediately is very difficult, and may have to wait a while longer.

"However, through this we can clearly see that the attitude and working style of the Department of Registration and the Ministry of Transport are still "indecisive". All the data on vehicles that need to be inspected, the industry's human resources and comments and criticisms on the mass media have said a lot. Circular 08 should have been issued at least 6 months ago, right at the time of issuing Circular 02. This is to solve practical problems for the people and indirectly serve the production and business activities of enterprises better. This is within the reach of the Department of Registration and the Ministry of Transport, but they have implemented it too slowly, failing to meet society's expectations," said Mr. Tinh.

Does increasing prices increase service quality?

Notably, the Vietnam Register has just sent a document to the Ministry of Transport and the Ministry of Finance proposing to increase the price of motor vehicle inspection services by 30,000 - 220,000 VND/vehicle depending on the type of vehicle. Previously, the Vietnam Register had received 101 price options from 122 vehicle inspection centers. After reviewing, the Department eliminated 25 price options with declared costs that were too high compared to the previous year but did not have detailed explanations or the expected profit rate was set at a high level (20%). The Department selected 76 options representing 96 vehicle inspection centers as the basis for formulating a proposal for the Ministry of Transport and the Ministry of Finance to consider and adjust the price of inspection services based on the correct and full calculation of costs according to the market mechanism.

According to the Department of Registration, the average price plan is based on determining the output and total cost of inspection activities of the system of inspection units within a year. At the same time, determine the provisional profit level of 10% on the cost price and the value added tax (VAT) rate of 10% on the basis of cost price plus expected profit to determine the price of inspection services for cars with less than 10 seats to convert the inspection price between groups of vehicles. In addition, it is proposed to add the price for preparing vehicle records for vehicles exempted from inspection for the first time to 50,000 VND. In case of reprinting the inspection stamp and inspection certificate in the situation where the vehicle owner loses the stamp, inspection certificate or requests to re-circulate (after requesting to stop circulation), the fee is 50% of the price for preparing the vehicle record.

Commenting on the proposed new inspection price, Mr. Tinh said frankly: From the perspective of the business association, increasing the inspection service price at this time is unreasonable, especially in the context of the current general economic difficulties. Any additional cost will increase difficulties and push businesses into a dangerous situation. Increasing the price will be included in the production cost and form the output price of the product, affecting society. Therefore, relevant ministries and branches need to consider carefully before deciding.

"However, the problem with the vehicle inspection industry today is that the service quality is not high, even the salary of employees doing this service is low (less than 10 million VND/person/month is not enough to live in Ho Chi Minh City), so recently this industry has had many negative effects. Therefore, the price is high or low depending on the quality of the service they provide. If the state determines that vehicle inspection is a service industry, it should let the service providers decide the price themselves depending on the quality of their service," said Mr. Tinh.
