In the context of integration and development of the country, along with other markets, the Quang Tri labor market is increasingly vibrant, in which the demand for highly skilled labor to meet the new situation has been forecasted to increase, so it requires more attention to improve the quality of human resources.

According to the Department of Labor, War Invalids and Social Affairs (DOLISA), on average, every year, about 6,500 - 7,000 workers in Quang Tri province find jobs in the province; about 3,000 - 4,000 people find jobs in other provinces; and about 1,000 - 1,500 people find jobs in foreign markets. Meanwhile, every year, the demand for jobs of workers in Quang Tri province is about 17,000 workers. Thus, about 5,000 workers have not found jobs.
The issue of job creation and labor supply in the province still faces many difficulties. Market analysis shows that enterprises in the province are mainly small and micro, with weak competitiveness. By the end of July 2024, the whole province had more than 3,000 enterprises, with the average income of employees in enterprises reaching VND 5,700,000/month. In the first 6 months of 2024, Quang Tri province attracted 21 projects with a total registered capital of VND 4,561 billion. In addition to the number of projects that have been implemented, other projects are not yet large enough to attract many jobs for employees.
Director of the Department of Labor, Invalids and Social Affairs Le Nguyen Hong said that the domestic labor market in general and the province in particular are affected by many objective conditions of the world situation. Some industries that the province has capacity for such as wood processing and export, garment export are facing difficulties in the world market, affecting production, causing many workers to lose their jobs, and the number of people registering for unemployment is also quite high.
The restoration, development, and expansion of investment, production, and business of small and micro enterprises in the province continue to face difficulties, with no signs of improvement, leading to enterprises employing few and unsustainable workers, with enterprises with less than 50 employees accounting for the majority. Another reality is that the province's enterprises have not created many sustainable jobs to meet the aspirations of highly skilled workers.
The productivity of the provincial economy is still low, competitiveness is not high, the highly qualified labor force, especially the labor force that is being trained in depth outside the province, rarely returns to work in the locality because it is not attractive enough. This reality will affect the quality of the labor market which is forecasted to need high skills and professionalism in the integration environment.
Vice Chairman of the Provincial People's Committee Hoang Nam said that the Resolution of the 17th Quang Tri Provincial Party Congress set the target of 12,000 new jobs per year for the 2020-2025 period; over 12,500 jobs for the 2025-2030 period, with special attention paid to training highly skilled workers, gradually improving the quality of the labor market in the province to meet development requirements. In recent years, along with focusing on socio-economic development, national defense and security, the issue of labor and employment has always been of interest to all levels and sectors from the province to the grassroots.
The labor market in the province in the coming time is forecasted to have an increase in the quantity and quality of labor to serve enterprises with projects on energy production, agricultural-forestry-fishery processing, textiles. Especially, key projects in the province's economic zones, if accelerated to complete and put into operation, will attract many workers, in which the demand for labor with professional qualifications and high skills will increase rapidly.
This is both an opportunity and a challenge for training institutions in the province to be more proactive in cooperating with businesses to organize training programs, fostering skilled workers, and providing the best services to businesses.
Faced with the new situation, the development of the labor market, in which high-quality labor is necessary, helps workers find suitable jobs, increase income, stabilize their lives, as well as helps businesses use suitable labor for each position and job to create many products for the market, contributing to socio-economic development.
Therefore, relevant departments, branches and sectors and People's Committees of districts, towns and cities need to strengthen coordination in synchronous implementation of mechanisms, policies and solutions for human resource development, especially high-quality human resources; pay attention to supporting training and retraining for workers in enterprises, especially workers without degrees through effective implementation of activities to support human resource development for small and medium enterprises according to Decree No. 80/2021/NQCP dated August 26, 2021 of the Government.
According to Vice Chairman of the Provincial People's Committee Hoang Nam, it is necessary to urgently disburse public investment capital for socio-economic infrastructure construction projects, especially key projects; urge and support investment projects of enterprises to put them into operation soon, unlock resources for investment in production and business, contributing to creating sustainable jobs for workers. Effectively implement 3 National Target Programs to develop socio-economic development, create more jobs in the province; focus on directing and guiding policies on job creation and sending workers to work abroad under contracts.
In addition to the immediate solutions, to improve the quality of labor resources in Quang Tri, long-term solutions are needed. Therefore, it requires the attention and participation of the entire political system with specific plans, programs, and policies, synchronous with strategic solutions in this work. It is necessary to continue to promote the implementation of solutions to attract investment, develop types of enterprises in the area to solve on-site employment for workers; gradually have policies to attract highly skilled children in the province who are working in provinces and cities in the country to return to their hometown to work.
