Chairman of Ho Chi Minh City People's Committee proposes breakthrough mechanism to promote economic growth drivers

Reporting to General Secretary and President To Lam on the economic growth of Ho Chi Minh City, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai worriedly said that Ho Chi Minh City's economic growth has gradually decreased in recent years due to problems with growth drivers and the need for breakthrough mechanisms and solutions to promote growth.

On the afternoon of August 17, Comrade To Lam, General Secretary and President, worked with the Standing Committee of the Ho Chi Minh City Party Committee on the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 11th Ho Chi Minh City Party Congress since the beginning of the term; the dissemination and implementation of Directive 35-CT/TW of the Politburo on Party congresses at all levels, towards the 14th National Party Congress.

Concerns about Ho Chi Minh City's economic growth slowing down

Reporting to General Secretary and President To Lam on the economic growth of Ho Chi Minh City during this term, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai worriedly said that Ho Chi Minh City's economic growth has gradually decreased in recent years due to problems with growth drivers and the need for breakthrough mechanisms and solutions to promote growth.

To achieve the growth target set for 2024 and this term, the Chairman of the Ho Chi Minh City People's Committee said that Ho Chi Minh City has focused on many solutions to promote growth, in which the Ho Chi Minh City People's Committee has issued Directive No. 12 on implementing tasks and solutions for Ho Chi Minh City's economic growth until 2025.

Specifically, in 2024, Ho Chi Minh City strives to achieve a GRDP growth rate of at least 7.5% and in 2025 from 8% to 8.5%. The proportion of the digital economy in 2024 strives to reach 22% and in 2025 it is 25%. Ho Chi Minh City strives to have the Provincial Competitiveness Index (PCI) and the Administrative Reform Index (Par-Index) among the top 10 localities in the country by the end of 2025.

The bottlenecks pointed out by the Chairman of the Ho Chi Minh City People's Committee are that the infrastructure system of Ho Chi Minh City and the connection with neighboring areas have not been invested in synchronously, affecting the economic development of the city and the Southeast region. Ho Chi Minh City is a special urban area but still faces many obstacles in exploiting its potential and advantages, leading to the failure to arouse the necessary dynamism and creativity. Many resources of the State and the private sector have not been put into economic activities...

According to the Chairman of the Ho Chi Minh City People's Committee, if these bottlenecks are resolved in this term, in the next term, Ho Chi Minh City will have the basis to regain double-digit growth momentum; continue to maintain its position as the economic locomotive, the growth pole of the whole country.

Allow Ho Chi Minh City and the Southeast region to be the pilot sites for new, breakthrough mechanisms.

The Chairman of the Ho Chi Minh City People's Committee proposed that General Secretary and President To Lam pay attention to directing the removal of difficulties and obstacles to promote Ho Chi Minh City's further development in the coming time.

Specifically, the Chairman of the Ho Chi Minh City People's Committee proposed to allow Ho Chi Minh City to review and propose to competent authorities the outstanding issues to resolve these issues. Some of the outstanding issues include the Thu Thiem New Urban Area, incidents related to the case at Van Thinh Phat Group and Saigon Commercial Joint Stock Bank (SCB), the 10,000 billion VND flood prevention project... According to the Chairman of the Ho Chi Minh City People's Committee, if these outstanding issues are resolved, it will free up huge resources for the development of Ho Chi Minh City.

Another recommendation made by the Chairman of the Ho Chi Minh City People's Committee during the meeting was to propose amending the law in the direction of "one law amending many laws". At the same time, the Central Government should promote decentralization and stronger delegation of power to localities, especially in the coordination between the Central Government and Ho Chi Minh City to quickly and effectively resolve cases.

The Chairman of the Ho Chi Minh City People's Committee also proposed that the Central Government continue to pay attention and allow Ho Chi Minh City and the entire Southeast region to pilot new, breakthrough, and outstanding mechanisms to attract investment, develop industry and science and technology so that Ho Chi Minh City becomes an economic center and a growth pole to contribute to the socio-economic development of the whole country.

In 2025, Ho Chi Minh City will review the implementation of Resolution 131 of the National Assembly on urban government. However, through implementation, the Chairman of the Ho Chi Minh City People's Committee recognized that Resolution 131 is not strong enough to solve the city's difficulties. Therefore, when reviewing 5 years, the Chairman of the Ho Chi Minh City People's Committee proposed that Ho Chi Minh City should have a stronger resolution; in the long term, the Central Government should allow Ho Chi Minh City to study and propose the Ho Chi Minh City Special Urban Law project to have a legal framework that is broad and strong enough for Ho Chi Minh City.
