Kinhtedothi - Chairman of Hanoi People's Committee Tran Sy Thanh requested departments, branches and sectors to proactively and flexibly implement procedures, ensuring sufficient conditions to start construction of Tu Lien bridge and the approach roads at both ends of the bridge (from the intersection with Nghi Tam street to the intersection with Truong Sa street) on May 19, 2025.
On March 13, 2025, Chairman of Hanoi People's Committee Tran Sy Thanh chaired a meeting to listen to reports on the progress of 3 investment projects: Construction of Tu Lien Bridge and the approach roads at both ends of the bridge (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street); construction of Tran Hung Dao Bridge; construction of Ngoc Hoi Bridge and the approach roads at both ends of the bridge.
Implementing the direction of the Party and State leaders on early commencement of the above investment projects to contribute to promoting socio-economic development with the growth target of over 8%, the Chairman of the Hanoi People's Committee requested departments, branches and sectors, according to their assigned functions and tasks, to proactively and flexibly implement procedures, ensuring sufficient conditions to commence the Tu Lien Bridge Construction Investment Project and the approach roads at both ends of the bridge (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street) on May 19, 2025; at the same time, promptly commence the investment projects: Construction of Tran Hung Dao Bridge, construction of Ngoc Hoi Bridge and the approach roads at both ends of the bridge.
Chairman of the City People's Committee Tran Sy Thanh assigned the Department of Construction to preside over and work with the City Traffic Construction Investment Project Management Board to urgently inspect and review project implementation work, develop a specific implementation plan for the work, submit it to the City People's Committee for approval as a basis for implementation, and complete before March 20, 2025.
At the same time, the Department of Construction is assigned to preside over advising the City People's Committee to establish an interdisciplinary working group to appraise investment projects (members include leaders of relevant departments, branches, and People's Committees of districts) to speed up the appraisal process; report to the City People's Committee before March 18, 2025.
The Hanoi Traffic Construction Investment Project Management Board is responsible for coordinating with the People's Committees of relevant districts to urgently coordinate, complete the dossier, submit for appraisal and approval to complete before March 20, 2025. This Board is also responsible for proactively coordinating with relevant departments, branches and units to unify the agreement and connection options, complete the feasibility study report, and submit it to the Department of Construction for appraisal according to procedures and regulations.
The Department of Finance, based on its assigned functions and tasks, is responsible for guiding and organizing the appraisal of documents on contractor selection submitted by the City Traffic Construction Investment Project Management Board.
On that basis, organize appraisal, advise, report to the City People's Committee for consideration, decision, and completion before March 16, 2025; at the same time, coordinate and guide the City Traffic Construction Investment Project Management Board to develop, submit for appraisal, and approve the Master Plan for contractor selection, and completion before March 28, 2025.
Regarding the appraisal of environmental impact assessment reports, the Chairman of the Hanoi People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with the City's Traffic Construction Investment Project Management Board and the People's Committees of relevant districts to organize the appraisal of environmental impact assessment reports of investment projects in parallel with the process of preparing, appraising and approving feasibility study reports, to be completed before March 27, 2025.
Chairman of Hanoi People's Committee Tran Sy Thanh also requested the Department of Planning and Architecture to urgently coordinate and guide Dong Anh District People's Committee to determine specific locations of cleared land to serve resettlement for investment projects under the direction of the City People's Committee.
The People's Committees of Tay Ho, Long Bien, and Dong Anh districts urgently organize and implement procedures for land recovery, site clearance compensation, project appraisal and approval to ensure the progress of project commencement and construction.
