At the meeting, the Steering Committee heard the announcement of the adjustment to the Decision on establishing the Steering Committee; working regulations; and assignment of tasks to members. At the same time, the Steering Committee gave opinions on the plan to implement measures to prevent and combat waste in 2025 and the following years; and the Steering Committee's 2025 work program.

The meeting aims to promptly remove difficulties and obstacles for project groups in 712 projects using non-budgetary capital with slow land use in Hanoi; at the same time, promote production and business activities, remove bottlenecks to unleash resources for socio-economic development of the capital.

Specifically, to remove obstacles for the investment project to build a Smart Technology Vocational High School in Dang Xa 2 New Urban Area (Gia Lam District), Chairman of the City People's Committee Tran Sy Thanh assigned the Department of Agriculture and Environment to carry out procedures for investors to lease land to implement the project according to regulations.

Removing difficulties and obstacles for investment projects to build Vietschool Dang Xa Primary School and Vietschool Dang Xa Secondary School in Gia Lam New Urban Area, Chairman of the City People's Committee Tran Sy Thanh requested the Department of Agriculture and Environment to preside over and coordinate with the Department of Finance and the investor of Gia Lam New Urban Area (level 1 investor) and the investor of the 2 school projects (secondary investor) to remove obstacles so that the projects can continue to be implemented.

Regarding the project of the Central Area of ​​mixed-use commercial buildings, offices for rent, housing - car sales and warranty services in Ngoc My commune (Quoc Oai district), at the meeting, Director of the Department of Finance Nguyen Xuan Luu affirmed that the project has enough conditions to continue implementation according to legal regulations. On that basis, Chairman of the City People's Committee Tran Sy Thanh directed relevant departments and branches to urgently guide the investor to complete the documents and procedures on planning, investment, land, construction... according to regulations.

Along with that, the Steering Committee also reviewed and confirmed according to the provisions of Clause 9, Article 255 of the Land Law for 3 investment projects to build the new urban area of ​​CEO Me Linh; Minh Duc residential area; Expansion of Minh Giang - Dam Va residential area in Me Linh district. To remove obstacles for these projects, Chairman of the City People's Committee Tran Sy Thanh assigned departments and branches to review and complete 3 specific documents, report to the City People's Committee for comments on the legal basis of the project and approve in the direction of allowing continued implementation of the projects.

During the appraisal process, departments and branches review, compare and evaluate to confirm compliance with legal regulations over the periods and require investors to be responsible for fulfilling additional financial obligations (if any). Determining land use fees must ensure compliance with regulations and not cause loss to the state budget.

In addition, the Head of the Steering Committee for Waste Prevention and Control of the Hanoi People's Committee also requested departments, branches, and the Office of the People's Committee to strengthen the supervision of project procedures. At the same time, promptly issue the conclusion of the 3rd meeting of the Steering Committee to unify awareness during the implementation process.
