Within the framework of his official visit to Vietnam, on the morning of January 9, in Hanoi, Chairman of the Bulgarian National Assembly Rossen Dimitrov Jeliazkov visited and delivered a policy speech at Hanoi National University.
Promote cooperation in human resource training and technology transfer
Welcoming the Chairman of the Bulgarian National Assembly, Professor, Dr. Le Quan, Director of Hanoi National University, said that Hanoi National University is one of the leading universities in Vietnam with the mission of training high-quality, highly qualified human resources, nurturing talents, researching and transferring science and technology, and developing in a multidisciplinary and multi-field direction.
As a complex of universities, research institutes, and service centers, Vietnam National University, Hanoi is assigned the task of being the core and leading force in the Vietnamese education system; has achieved many important achievements in various fields; and always has a high position in international university rankings.
With 117 years of tradition and 30 years of establishment, Hanoi National University has always developed and expanded many international relations, pioneering in implementing international cooperation activities. Hanoi National University and its member universities have cooperative relations with more than 300 universities, research institutes, and international educational organizations, including Bulgaria.
In 2023, the University of Social Sciences and Humanities (Vietnam National University, Hanoi) and Veliko Tarnovo University (Bulgaria) will jointly launch the Bulgarian-Vietnamese dictionary to preserve and develop the useful scientific works of the authors over the past nearly 40 years. The University of Economics (Vietnam National University, Hanoi) cooperates with Varna University of Management (Bulgaria) in student exchange; lecturer exchange with Sofia University. Many generations of students of Vietnam National University, Hanoi have been studying in Bulgaria.
Thanking Bulgaria for supporting Hanoi National University in the process of training and developing lecturers and scientists over the past time, Professor, Dr. Le Quan believes that with the good tradition and cooperation of the two countries, Hanoi National University and Bulgarian universities, businesses and organizations will have more opportunities for deeper exchanges and cooperation, especially after the visit and talk of the Chairman of the Bulgarian National Assembly.

Sharing about the good traditional cooperation between the two countries through the lens of economic and cultural relations, the Chairman of the Bulgarian National Assembly said that the meeting and talking with students of Hanoi National University is a valuable opportunity to look to the future with the optimism of youth, in the context of the world undergoing strong changes with many challenges in geopolitics, geo-economics, geo-technology, demography...
Expressing his impression of the theme “Creating new momentum, fostering a common future” when Vietnam hosted the APEC Summit 2017, the President of the Bulgarian National Assembly said that today we are more aware of the philosophy of ecological development and sustainable social cohesion as a humane, responsible, and united viewpoint not only for the Asia-Pacific region but also for the whole world.

The President of the Bulgarian National Assembly hopes that students of the Hanoi National University in particular, and young people in general, will seize the opportunities of the world as politicians, managers, scientists, etc., and continue to develop the increasingly growing relationship between Vietnam and Bulgaria. Relations between countries are determined by cooperation and competition, interests and shared common values, and respect between people. Every Bulgarian politician is very proud when mentioning the relationship with Vietnam, with strong, sincere emotions between people.
Bulgaria has provided educational support to thousands of Vietnamese students during the years of reconstruction after the war. More than 35,000 Vietnamese citizens have studied and worked in Bulgaria. Vietnamese students studying in Bulgaria are the main bridge bringing the two countries closer together.
Bulgaria was one of the first countries in the world to recognize Vietnam's independence. In 2025, the two countries will celebrate the 75th anniversary of diplomatic relations. The Speaker of the Bulgarian Parliament said that Bulgaria and Vietnam are important factors in ensuring stability in the region, maintaining constructive relations with neighboring countries and actively participating in various forms of regional cooperation.
In today's globalized world, Bulgaria and Vietnam are getting closer and closer. Although located on different continents, the two countries are connected historically, physically, digitally; together we fight climate change, ensure the sustainability of supply chains, overcome hybrid threats, develop technological innovation and AI. We are developing active political dialogue at the highest level and expressing our common will to enhance bilateral relations.
In recent years, Vietnam has maintained an impressive high economic growth rate in a highly dynamic region in Southeast Asia. Bulgaria continues to strongly support the development of relations between the EU and priority partners such as Vietnam, based on traditional friendship, pragmatism, trust, benefits from Bulgaria's membership in the EU, Vietnam's membership in ASEAN, as well as Vietnam's growing role in the Southeast Asian region.
With the signing of the free trade and investment protection agreements between the EU and Vietnam, new opportunities are opening up for bilateral relations. These two documents set out ambitious trade targets for the EU and Vietnam based on a shared commitment to trade liberalization, open, fair and rules-based integration.

The Bulgarian National Assembly Chairman shared that in the 20th century, the people of the two countries fought for independence and national unification. Over the years, the two countries have fought for many important national goals. Today, the young generation of the two countries has the great mission of building a better world.
The Bulgarian National Assembly Chairman said that in 2022, Bulgaria has cooperated with famous Swiss universities to establish the Institute of Computer Science, Artificial Intelligence and Technology. Many large corporations such as Amazon, Google, Cloud Sync... have invested here. The main task of the Institute is to make Bulgaria a leading destination in scientific research and innovation, attracting the best talent in an economic environment based on the creation of high-value intellectual property.
Bulgaria has created opportunities to provide favorable conditions for obtaining long-term residence permits for those with certificates for high-tech projects or innovative start-ups (also known as Start-up Visas). In the energy sector, Bulgaria and Vietnam are moving in the same direction. Bulgaria prioritizes the development of the hydrogen economy, with its advantages in scientific and technical expertise; it welcomes the signing of the Partnership Agreement for a Just Energy Transition, which Vietnam also participates in, in order to achieve ambitious goals in responding to climate change.
Sharing that each meeting with students is an exciting journey into the world of memories and youthful dreams, Speaker of the National Assembly Rossen Jeliazkov expressed his belief that education, knowledge and innovation will be the themes of future meetings between Bulgarian and Vietnamese youth - this will be the beginning of new, beautiful friendships, enriching and strengthening the relationship between the two countries as the Vietnamese proverb says "horses run in herds, birds fly in pairs".

Also on the morning of January 9, in Hanoi, Chairman of the Bulgarian National Assembly Rossen Dimitrov Jeliazkov visited the Viet-Bun High-Quality Kindergarten in Hai Ba Trung District, Hanoi.
Here, President of the Bulgarian National Assembly Rossen Jeliazkov expressed his emotion and impression when being welcomed by teachers and students of Viet-Bun High-Quality Kindergarten with special performances, imbued with traditional Bulgarian culture, with joyful, innocent and pure performances by Vietnamese children.
When seeing the children of the Kindergarten wearing Bulgarian national costumes, the Chairman of the Bulgarian National Assembly was moved to share that he felt very close, affectionate, and that there was no longer any distance between the two peoples and two countries.
The President of the Bulgarian National Assembly sent his thanks to the teachers of the Viet-Bun High-Quality Kindergarten for instilling in the children a love for the country and people of Bulgaria.
On the occasion of his visit, Chairman of the Bulgarian Parliament Rossen Jeliazkov presented souvenirs to teachers and students of Viet-Bun High-Quality Kindergarten.
The school is a precious gift from the Bulgarian Women's Union to Vietnamese children in 1981. For over 42 years, Viet-Bun High-Quality Kindergarten has become a trusted, loving and educational address for children in Hanoi and has been recognized as a high-quality kindergarten.
Over the years, the Government and people of Bulgaria have given good feelings and meaningful aid gifts to students such as: solar water heating systems, dental chairs, air purifiers, upgrading and renovating facilities...
Ambassadors and staff of the Bulgarian Embassy regularly visit and teach children to sing, dance and prepare traditional Bulgarian dishes.
With special appreciation and affection, Viet-Bun High-Quality Kindergarten has included in its teaching content the unique cultural features of the Bulgarian people such as: Painting typical Bulgarian motifs; making dolls, toy masks; dancing and singing folk songs, discovering roses...
