At the reception, President To Lam emphasized that through the ups and downs of history and the constant changes in the world situation, Vietnam and Cuba have always stood side by side, supported and helped each other in the most difficult times, and shared joy about the achievements in the cause of building and defending the Fatherland.

The President affirmed that the Party and State of Vietnam highly value the special traditional relationship with Cuba, both as comrades and brothers; expressed his joy that the special cooperative relationship between the two countries has been constantly consolidated and has many strong and comprehensive developments in the context of very complicated developments in the world.

With sincere thanks to the President for taking the time to receive him, Ambassador Orlando Nicolas Hernandez Guillen conveyed the warm regards and congratulatory letters from General Raul Castro Ruz and First Secretary of the Central Committee of the Communist Party of Cuba, President of the Republic of Cuba Miguel Diaz-Canel Bermudez to President To Lam on the occasion of being elected by the Party, State, National Assembly and people of Vietnam to hold a new important position.

Delighted with the achievements that Vietnam has made in economic development, trade and investment, the Ambassador said that Cuba is always proud of Vietnam's development and the international community's recognition of Vietnam in recent times.

Ambassador Orlando Nicolas Hernandez Guillen informed the President about the situation in Cuba in recent times; affirmed that despite economic difficulties, as well as the impact of the embargo imposed by the US and the complicated fluctuations of the world situation, the Cuban Party, Government and people remain steadfast on the chosen path; strive to overcome all challenges and obstacles, and promote the achievements of the revolution.

The Ambassador emphasized that Cuba's efforts to rise up over the years have always been accompanied and supported, both materially and spiritually, by the Party, State and people of Vietnam. The solidarity, friendship and wholehearted assistance of Vietnam will always be deeply imprinted in the hearts of every Cuban. The Ambassador thanked Vietnam for its assistance in agricultural development cooperation programs, thereby contributing to ensuring food security for Cuba, and said that Cuba is ready to share and cooperate with Vietnam in the field of biotechnology, where Cuba has strengths.

The President conveyed his warm regards and deep gratitude to General Raul Castro Ruz; First Secretary of the Communist Party Central Committee, President of Cuba Miguel Diaz-Canel Bermudez; Prime Minister Manuel Marrero Cruz and other leaders of the Cuban Party and State for the sentiments that the Party, State and people of Cuba have shown to Vietnam, as well as to the President personally.

Recalling Cuba's sincere solidarity and strong support during Vietnam's struggle for national independence in the past, as well as in the process of building and developing the country later, the President emphasized that Vietnam will always stand side by side with Cuba in all circumstances, making every effort to support Cuba within its capacity and under possible conditions, especially in food security, thereby contributing to ensuring Cuba's socio-political stability. The two sides have overcome many challenges, flexibly maintaining high-level political dialogues and cooperation mechanisms at all channels; promptly supporting each other in difficult times, demonstrating special attachment, brotherly solidarity and mutual assistance.

The President affirmed that he is paying attention to and following the situation in Cuba, and shares the difficulties that the Cuban people are facing. Vietnam always believes that under the wise leadership of the Communist Party and the solidarity, efforts and indomitable will of the people, the brotherly country of Cuba will continue to firmly defend the achievements of the revolution, and achieve new achievements in all aspects on the path to building a socialist Cuba.

To continue strengthening the comprehensive cooperation between Vietnam and Cuba, the President suggested that the two sides maintain the pace of delegation exchanges and high-level contacts; closely coordinate and effectively implement high-level agreements and existing cooperation mechanisms, promote the effectiveness of dialogue and cooperation mechanisms between the two Parties, the Intergovernmental Committee, the Inter-Parliamentary Cooperation Mechanism, Political Consultation between the two Foreign Ministries, and the Defense Policy Dialogue, in order to deepen and make the special Vietnam-Cuba relationship more substantial.

The President also said that the two sides need to continue to exchange and closely coordinate to develop a plan to celebrate the 65th anniversary of the establishment of Vietnam - Cuba diplomatic relations (December 2, 1960 - December 2, 2025) in a meaningful, solemn manner, reflecting the history and development of the special Vietnam - Cuba relationship in the current context.

Referring to bilateral cooperation programs, the President hoped that both sides would effectively implement agricultural development cooperation programs, promote bilateral economic-trade-investment relations, as well as further expand into other areas where each side has strengths.

The President expressed his belief that the Ambassador will continue to make important and practical contributions during his term to enhancing the friendship and comprehensive cooperation between Vietnam and Cuba in general, as well as bilateral and multilateral cooperation between the two countries in particular.

On this occasion, through Ambassador Orlando Nicolas Hernandez Guillen, the President respectfully conveyed the invitation from General Secretary Nguyen Phu Trong and personally to General Raul Castro Ruz and First Secretary and President Miguel Diaz-Canel to soon return to visit Vietnam.

The Cuban Ambassador also conveyed the invitation of the highest leaders of the Cuban Party, State and Government, hoping that President To Lam will soon visit Cuba when conditions permit, thereby contributing to promoting the special cooperative relationship between the two countries to a new height.
