1- Throughout the process of leading the revolution, the Communist Party of Vietnam has always identified ideological work as an important part of Party building work, and as the most important factor ensuring the successful implementation of revolutionary tasks. This viewpoint has always been consistent throughout the process of building, maturing and developing the Party. Correctly identifying the important position and role of ideological work has helped our Party to constantly grow, lead the country to overcome countless difficulties and challenges, achieve great achievements, and successfully complete the noble mission entrusted to us by the people.
The role of ideological work is clearly demonstrated through the following aspects: establishing, disseminating and developing the Party's ideology; contributing to building, perfecting and thoroughly implementing the Party's guidelines and policies, the State's policies and laws; building a scientific worldview and revolutionary outlook on life; consolidating people's trust in the Party and the regime; contributing to building new socialist people, improving knowledge, intellectual level, fostering will, emotions and a good lifestyle for Vietnamese people. Ideological work is a method to contribute to creating unity within the Party, consensus among the people and implementing socialist democracy; it is a sharp weapon to attack the sabotage of hostile and reactionary forces on the ideological and cultural front. Ideological work contributes directly to improving the leadership capacity and fighting strength of the Party, educating and training cadres and Party members, and is an important method to establish and strengthen the flesh-and-blood relationship between the Party and the people.
Our Party always identifies ideological work as the leading front, especially at the turning point of the nation. In fact, the Party's ideological work existed before the Party was born. The activities of propagating Marxism-Leninism, the path to national salvation of Leader Nguyen Ai Quoc - Ho Chi Minh and the previous leaders were the political and ideological preparation for the founding of the Party. Thanks to the ideological work of "going ahead, paving the way", along with mature objective and subjective factors, favorable conditions were created leading to the birth of our Party in special circumstances (our Party was not yet in power, was organized abroad, our country was not yet independent...). Ideological work in later periods continued to be closely linked to and practically served the struggle for national liberation, highly promoted patriotism, revolutionary heroism, solidarity, unity within the Party, great national solidarity, encouraged the entire Party, the entire people, and the entire army to achieve great victories in the two resistance wars against the French colonialists and the American imperialists, in the fight to protect the southwestern border and the northern border of the Fatherland, to fulfill the noble international duty as well as in the cause of building and defending the socialist Fatherland of Vietnam. This demonstrated the special position and importance of ideological work to the success or failure of the Vietnamese revolution.
After the country's reunification, under the leadership of the Party, the people of the whole country set out to heal the wounds of war, restore and develop the economy, and gradually build the material and technical foundations of socialism nationwide. However, after 10 years, our country faced severe socio-economic difficulties, caused by serious and prolonged mistakes in major policies and guidelines, mistakes in strategic direction and implementation, especially the "disease" of subjectivity and voluntarism, and backwardness in theoretical awareness. Therefore, innovation became an urgent requirement, of vital significance to the revolutionary cause of the nation, first of all innovation in thinking. In 1986, in preparation for the 6th Party Congress - a landmark renovation congress, setting out policies and guidelines for national renovation, the Central Party Secretariat issued Directive No. 82-CT/TW, dated April 15, 1986, "On ideological work in 1986", which affirmed: "Strengthening the leadership of party organizations in ideological work is the leading measure to enhance the combativeness and effectiveness of ideological work" (1), contributing to bringing the country into a new stage of development, with great victories of historical significance for the Vietnamese revolution over the past nearly 40 years.
Entering the new millennium, stemming from the new requirements of the revolution, in the context of "the degradation of political awareness and ideology in a significant number of cadres and party members has not been prevented. The fading of revolutionary ideals, decline in moral qualities, bureaucracy, corruption, waste, individualism, opportunism, and pragmatism tend to develop... are truly potential risks, related to the survival of the Party and the regime" (2); the 9th Party Congress issued a specialized resolution on ideological work - Resolution No. 16-NQ/TW, dated March 18, 2002, 5th Central Conference, 9th term, "On the main tasks of ideological and theoretical work in the new situation". At the 10th Congress, the Party continued to issue Resolution No. 16-NQ/TW, dated August 1, 2007, of the 5th Central Conference, Session X, "On ideological, theoretical and press work in response to new requirements". The Resolution affirmed: "Ideological and theoretical work is a particularly important component in all activities of the Party; it is a key field to build and foster the political foundation of the regime, to propagate, educate, mobilize and organize the people to carry out revolutionary tasks, to affirm and enhance the Party's pioneering role in politics, theory, intelligence, culture and ethics; demonstrating the pioneering role in the cause of building and defending the Fatherland... playing an important role in protecting and developing Marxism-Leninism, Ho Chi Minh Thought, the Party's viewpoints and guidelines, making the ideology of the Party, of the working class, socialist ideals, good values in the national cultural tradition, and the quintessence of world culture occupy a dominant position in the spiritual life of society" (3). The document of the 13th National Party Congress once again emphasized: "Paying great attention to building the Party in terms of ideology. Firmly and firmly on the foundation of Marxism-Leninism and Ho Chi Minh Thought, while constantly supplementing and developing creatively, in accordance with Vietnamese reality" (4).
In any revolutionary stage, ideological work always stands at the forefront of all aspects of the Party's work, is the premise, the basis to ensure that the Party fulfills its mission and is worthy of its role as the vanguard of the class and the nation. Because there can be no correct leadership decisions without a correct theoretical basis; there can be no effective leadership activities if the Party does not conduct propaganda, education, and persuasion of the masses, and does not show and guide the masses to believe in and follow the Party's guidelines and policies and the State's laws. President Ho Chi Minh once affirmed: "The success or failure of a work depends largely on ideology" (5), "Ideological leadership is the most important... If in the Party and outside the Party, from top to bottom, from inside to outside, there is unity of thought and unity of action, then no matter how heavy the task, no matter how difficult or complicated the work, we will definitely win" (6), "we must resolutely fight against the habit of taking ideology lightly" (7)... Reality shows that doing a good job of ideological work will create extremely favorable conditions for the country's development:
Firstly , thoroughly grasp, propagate and educate to bring the Party's guidelines and policies, the State's policies and laws into life; contribute to creating high unity in awareness, will and action within the Party, consensus in society to successfully implement the set political goals and tasks; connect "the Party's will with the people's heart", consolidate and strengthen the people's trust in the Party's leadership and the country's development path that our Party, our people and President Ho Chi Minh have chosen.
Second , providing scientific arguments and explanations of important and urgent issues arising from the practice of innovation, industrialization, modernization of the country, international integration, national construction and defense, contributing to building, supplementing and perfecting the Party's guidelines and policies and the State's laws.
Third, make Marxism-Leninism, Ho Chi Minh's thought and the cultural values and qualities of the Vietnamese people in the new period permeate deeply into the spiritual life of society, contributing to building and developing an advanced Vietnamese culture imbued with national identity, making culture truly become a solid spiritual foundation of society, both a goal and an important endogenous resource and driving force for the sustainable development of the country; propagate and promote the image of the country, culture and people of Vietnam to the international community.
Fourth, promote and motivate patriotic emulation movements and campaigns in all areas of social life; commend and promote new factors and advanced models, making important contributions to promoting the successful implementation of the country's political tasks.
Fifth, promptly monitor and grasp the ideological situation and public opinion; fight against bad customs in cultural and social life; fight against and criticize negative manifestations, wrong, hostile and reactionary thoughts, protect the Party's ideological foundation, actively contribute to building a clean and strong Party and political system in all aspects, and realize the goal of "rich people, strong country, democracy, fairness and civilization".
In recent years, although ideological work still has limitations, the achievements have been fundamental and positive, contributing to maintaining political stability, ideological unity within the Party and ensuring increasing social consensus; at the same time, contributing to creating great achievements of historical significance after nearly 40 years of carrying out the country's renovation: Political, economic, cultural, social, scientific - technological, national defense and security potentials have been constantly improved; people's lives have been significantly improved, the poverty rate has decreased sharply; the Millennium Development Goals have been completed early; independence, sovereignty, unity and territorial integrity have been maintained, national and ethnic interests have been guaranteed; deep and wide integration into world politics and the global economy. In these achievements, the Party's ideological work has had a strong mark with the role of "going ahead, paving the way".

2- Currently, the country is changing strongly, we are preparing to enter a new era, the era of the Vietnamese people's rise - starting from the 14th National Party Congress. That is the era of breakthrough development, acceleration under the leadership and governance of the Party, successfully building a socialist Vietnam, a rich people, a strong country, democracy, equality, civilization, standing shoulder to shoulder with the world powers; contributing more and more to the peace, stability, development of the world, the happiness of humanity and global civilization. General Secretary To Lam pointed out the new advantages and opportunities when we enter the new era, and also put forward 7 strategic orientations that need to be focused on. To successfully achieve that goal, it requires the entire Party and the entire people to have the same will, determination, and action. That is also the highest requirement and task for ideological work in the context of the new situation. To contribute to creating all favorable conditions to bring the country into the era of national development, ideological work must innovate itself, improve quality and efficiency to meet practical requirements, specifically as follows:
Firstly , strengthen the Party's leadership and direction in ideological work. Ideological work is the task of the entire Party and the entire political system, in which the regular, continuous and drastic leadership and direction of the Central Executive Committee, the Politburo, the Secretariat and Party committees at all levels is the most important factor in improving the quality and effectiveness of ideological work. Therefore, first of all, Party committees at all levels and Party committee secretaries must firmly grasp the policies, guidelines, strategies, programs and development goals to lead and direct ideological work, from planning to implementation, contributing to correctly and accurately solving practical problems.
Second , maintain and promote the proactive offensive position on the ideological front, closely link theory with practice, combine words with actions, build with resistance, take education, persuasion, setting examples of good people, good deeds, positive factors and studying and following Ho Chi Minh's ideology, morality and style as important; clearly demonstrate the pioneering and key role in Party building in terms of politics, ideology and morality. Propaganda and education work needs to be proactive, maintaining the role of orienting ideology and public opinion in the face of the stormy development of science and technology, the context of multi-dimensional information, the proliferation of social networks, the increasingly high and diverse access and information needs of the people, especially in the face of conflicting information. Faced with new issues, it is necessary to be proactive, have specific steps, roadmaps, and roles, at the right time and place, and communicate quickly, promptly, accurately, and effectively to all people, making them understand, believe, grasp, agree, and be determined to wholeheartedly implement the goals, viewpoints, orientations, and major tasks of national construction and development; combine and promote digital transformation in all areas of ideological work, increasingly better meeting the people's information needs.
Third, promote theoretical research and practice summarization; promote democracy, encourage creativity and breakthroughs in research, practice summarization and theoretical development; encourage the spirit of autonomy, creativity, the spirit of daring to think, daring to do, daring to take responsibility, being ready to face difficulties, while resolutely and uncompromisingly fighting against erroneous and hostile viewpoints, and protecting the Party's ideological foundation. Party committees need to constantly follow reality and the grassroots, listen to the opinions of the people, especially scientists, experts and intellectuals. In the immediate future, it is necessary to focus on researching and contributing quality opinions to build draft documents for Party congresses at all levels for the 2025-2030 term and the 14th National Party Congress, summarizing 40 years of national renovation and 50 years of Vietnamese literature and art after the country's reunification...
Entering a new era - a turning point in the history of the nation, on the basis of firmly maintaining the issues of principle, there must be a new intellectual height, a proactive spirit, innovation and creativity in building and organizing the implementation of the Party's decisions. It is necessary to study and solve from the country's reality, at the same time refer to the experiences of other countries; perfect the theoretical system, especially the new issues arising from the process of renewing the Party's leadership method; on socialism and the path to socialism in Vietnam, on building a socialist-oriented market economy, building a socialist rule-of-law state of the people, by the people and for the people; on protecting the Party's ideological foundation, fighting against erroneous and hostile views; on digital transformation, innovation in national governance; fighting corruption, waste, negativity... Along with that, those doing ideological work must be pioneers in researching theories, summarizing practices; must be closely associated with people's lives, discover, nurture and replicate new factors, good practices, summarize and generalize into theories, contributing to the development and perfection of the Party's policies and guidelines.
Fourth, strongly promote the value of culture and the strength of Vietnamese people in the new era. Ideological work must make all classes of people deeply aware of the position and role of culture, thereby joining hands to build culture in politics, economy and society. Focus on building and implementing synchronously and effectively the system of national values, the system of cultural values, the system of family values and the standards of Vietnamese people in the new era. Build a digital cultural environment suitable for the digital economy, digital society and digital citizens, promote the role of culture as a regulatory system for the country's sustainable development in the context of the Fourth Industrial Revolution. Inspire, arouse the will and determination to act, promote patriotism, the strength of great national unity; the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride", creativity, create a revolutionary action movement to successfully implement the set strategic goals.
Fifth, strengthen the role and responsibility of the entire political system, especially Party committees, heads of state agencies and press, publishing and propaganda agencies in the work of information and propaganda on preventing and combating corruption, waste and negativity. Agencies, units and localities continue to direct, thoroughly grasp and strictly implement Regulation No. 116-QD/TW, dated July 28, 2023, of the Secretariat, "On direction, orientation and provision of information and propaganda on preventing and combating corruption and negativity"; accordingly, ideological work must perform well the task of directing, guiding and orienting information and propaganda on preventing and combating corruption, waste and negativity in the Party and in society, especially in terms of timing, scale, level, dosage of information content, objects, scope and form of information and propaganda for cases and cases of corruption, waste and negativity that are of public interest; Ensuring that information is provided proactively, promptly, quickly and accurately, contributing to creating unity in awareness and ideology within the Party and consensus in society; thereby contributing to building an increasingly clean and strong Party and political system, building a contingent of cadres and Party members who are both "red" and "professional", maintaining political stability, promoting socio-economic development, strengthening and consolidating people's trust, and raising Vietnam's international position and prestige.

Sixth , do a good job of ideological work for cadres, party members and people of all walks of life to have a correct understanding of the revolution of streamlining the apparatus of the political system. Ideological work must closely follow the process of summarizing Resolution No. 18-NQ/TW, dated October 25, 2017, of the Party Central Committee (12th tenure), "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently". Accordingly, it is necessary to be proactive and go ahead in orienting public opinion so that the reorganization and streamlining of the apparatus is quickly implemented throughout the political system; affirming that this is a revolution that creates momentum to bring the country into a new era, an era of national growth and meets the trust and expectations of people of all walks of life and international friends in the strong determination of the Party and State of Vietnam in reforming the apparatus. Proactively organize meetings, direct dialogues, provide information, answer questions, do a good job of ideological work, promptly resolve difficulties and problems of cadres, party members, civil servants, public employees, and workers affected by the streamlining of the apparatus. Closely link ideological work, organizational and personnel work, and policy work.
Seventh, build and effectively implement the Party's policies and guidelines in the fields of education - training, science - technology, climate change response, environmental protection, disease prevention and control, and social security. Focus on advising the Politburo, the Secretariat, and Party committees at all levels to lead and direct the strong development of science - technology and innovation associated with the development of high-quality human resources, becoming the main driving force for national development and national defense. Focus on sectors and fields that meet the requirements of developing a knowledge-based economy, digital economy, green economy, and circular economy, focusing on the fields of basic science, engineering, and technology; Applying scientific and technological achievements, such as digital technology, Internet of Things, cloud computing, artificial intelligence, semiconductor materials science, etc. Creating many forums for experts, scientists, businesses, and people to exchange ideas, share experiences, and develop innovative thinking on education and training development, science and technology, digital transformation, etc.
Eighth , ideological work must grasp firmly, forecast correctly, accurately, and orient accurately and promptly. Faced with rapid, complex, unpredictable, and difficult-to-predict changes in the world, regional, and domestic situation on the way to the new era, ideological work must go deep into each subject, locality, and field to monitor, grasp, and forecast thoughts and moods and propose timely solutions, and must make each subject clear in their thoughts, unified in action, and determined to implement; in that process, agencies and units need to strengthen coordination with propaganda departments at all levels according to Decision No. 238-QD/TW, dated September 30, 2020, of the Secretariat (12th tenure), "On promulgating the Regulation on coordination between propaganda departments at all levels and state agencies at the same level in law enforcement, implementing socio-economic development plans, and resolving outstanding issues of public concern". Thoroughly grasp and unify awareness: Ideological work is the work of the Party, of Party committees, Party organizations, each Party cell and Party member. Through Party cells and Party members, grasp the pressing issues and conflicts arising in the development process; handle them early, from the beginning of pressing issues arising in each locality and field that affect the ideology, social mood and the wishes and aspirations of the people, especially before strategic policies right from the grassroots level, to promptly advise, orient and direct propaganda, contributing to stabilizing the situation.
Ninth , focus on defeating all plots of “peaceful evolution” and ideological sabotage activities of hostile, reactionary, and opportunistic forces. Strengthen research on plots, tricks, theoretical tendencies, and sabotage methods of hostile, reactionary, and opportunistic forces; build a basic theoretical system on “protecting the Party’s ideological foundation and fighting against erroneous and hostile viewpoints”. Closely link the work of fostering, training, exchanging, and disseminating experiences in protecting the Party’s ideological foundation with the systematization, dissemination of theories, training, fostering of political theory, and policy making. There are specific solutions to mobilize the participation of the entire political system, all levels, all sectors, and all people in protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints, especially in "greening" positive information and detecting and handling sources of bad and toxic information, propaganda that distorts and denies Marxism-Leninism, Ho Chi Minh's thought, and opposes the Party, the State, and the socialist regime. Strengthening the building of a team of "pen warriors" who are sharp in theory, have a deep understanding of practice, with a series of articles that are combative, educational, and highly persuasive, creating consensus in implementing major policies, solving pressing issues, and are capable of spreading among the people, sharply refuting erroneous and hostile viewpoints.
