Currently, electricity business activities in the Central region are facing difficulties in implementing DR load adjustment; operating 110kV lines at full load and overload. Therefore, the Central Power Corporation (EVNCPC) has proactively implemented many solutions and made efforts to ensure safe and continuous power supply to serve customers during the dry season of 2024.

According to statistics, in the first 2 months of 2024, EVNCPC's Pmax reached 3,649MW, an increase of 8.2% over the same period in 2023. EVNCPC's maximum capacity in 2024 is expected to reach 4,148 MW, an increase of 9.2% over the maximum capacity in 2023. Dry season electricity output (from March to July) is estimated at 11,341 million kWh, an increase of 6.5% over the dry season in 2023.
Faced with the above forecasts, EVNCPC has proactively planned and requested member power companies to proactively deploy plans to ensure safe power supply for major political and cultural events in the area in 2024; proactively coordinate with the dispatch level to conduct testing and inspection of load shedding circuits according to frequency, voltage, and emergency shedding.
At the same time, preside over and coordinate with the competent dispatching authority to make a list of small hydropower plants that need to adjust peak hours to avoid overloading the power lines. In particular, coordinate with large electricity customers to prepare scenarios and plans to implement the electricity load adjustment program when necessary to ensure the security of the power system.
Coordinate with local authorities to focus on directing the resolution of difficulties and obstacles in site clearance and compensation for power source and grid projects; speed up the progress of ongoing investment and construction projects and projects in the approved plan, and reduce the load on power lines and transformers that are operating at full load and overload.
On that basis, update the list of priority power supply outputs, adjust and supplement the list of F81 installed outputs in accordance with the allocated discharge capacity according to each frequency level. Check and review the discharge circuits, F81 relays and handle and fix cases where the F81 function does not work reliably, as well as replace damaged F81 relays, ensuring that the F81 function works accurately and reliably according to the Central Dispatcher's adjustment sheet...
When repairing, maintaining, or constructing power grid projects, power companies need to carefully review the construction organization plan to arrange appropriate power outage times and ensure that the grid is returned and power supply is restored according to the announced time. At the same time, power companies need to minimize power supply interruptions during repairs and maintenance, speed up the construction of power grid projects by applying hot line repair technology and having appropriate backup power supply solutions.
In the case of sudden increase in load during hot days, to safely operate equipment, EVNCPC requires power companies to regularly monitor and promptly handle overloaded lines, transformer stations, low-voltage circuit breakers, etc.
Strengthening the periodic inspection of power lines and transformer stations, increasing the frequency of temperature measurement at contact points, especially high-load equipment to promptly detect abnormalities and handle and prevent incidents. Regarding DR load adjustment, EVNCPC assigns targets to power companies in 2024 to save at least 2.1% of total electricity consumption. Reviewing large electricity consumers who have not signed an agreement to participate in the DR program and agree to reduce from 30% - 50% during peak hours.
By the end of February 2024, EVNCPC had 185,805 customers signing electricity saving agreements with a total committed output of 222.65 million kWh; 66,820 customers signing commitments to reduce capacity when the power system encountered difficulties with a total committed capacity of 806.47 MW; 2,152 customers signing agreements to participate in the load adjustment program with a total committed capacity of 467.18 MW.
For Quang Tri province, in the first 2 months of 2024, electricity consumption reached 117 million kWh, the total number of households that signed a commitment to save electricity was 17,450 customers. To implement the instructions of EVNPCP, Quang Tri Electricity Company has urgently deployed a plan to supply electricity and safely operate the power system in the dry season of 2024.
In particular, focusing on improving the quality of load forecasting, reviewing emergency shedding systems, and frequency-based load shedding (F81). In addition, the unit has worked closely with customers to implement reasonable load adjustment programs, coordinate operations, mobilize renewable energy sources, and actively promote electricity saving propaganda with more diverse and rich forms and contents, ensuring power supply for customers during the dry season of 2024.
