"Finalizing the scenario" to stimulate tourism in 2025: Focusing on attracting international visitors

The Ministry of Culture, Sports and Tourism has just officially announced the 2025 Tourism Stimulus Program with the theme “Vietnam - Travel to Love,” aiming to attract international visitors, especially from Poland, the Czech Republic and Switzerland, the three countries exempted from visas from March 1 to December 31.

Accordingly, the stimulus program will include many promotional activities, incentives and important events. Notably, tourist areas and scenic spots will apply a policy of exempting and reducing entrance fees; many accommodation, transportation, food and entertainment service packages will be discounted up to 50%. Diverse tourism programs will be designed to suit the tastes of international visitors, from cultural and culinary tourism to eco-tourism, golf, resorts, etc.

Services with discounts up to 50%

The 2025 tourism stimulus program with many activities, events, and rich content is expected to contribute to the completion of the target of 22-23 million international visitors and 120-130 million domestic visitors this year; creating momentum for growth in the following years, meeting the requirements of accelerated and breakthrough development of the tourism industry, in line with the development roadmap of the economy in the era of national development.

In particular, the program has many incentives on prices and services, enhancing the experience for tourists. Accordingly, tourist areas, tourist attractions, historical sites, and scenic spots will waive or reduce entrance fees for tourists.

Many activities and events are organized with the desire to contribute to attracting tourists, notably international forums and conferences hosted by Vietnam such as: ASEAN Future Forum; Summit of Partners for Green Growth and Global Goals 2030; Ministerial Conference of the United Nations Agency for Trade and Development; National Tourism Year - Hue 2025; International Tourism Fair VITM Hanoi 2025; International Tourism Fair ITE Ho Chi Minh City 2025...

Cooperation to link destinations and service products to create stimulus packages for tourists will also be promoted this year. Localities, associations, and businesses will proactively build and sell linked tourism product packages such as: Cultural and heritage tourism product packages; Culinary tourism product packages; Golf tourism product packages; Ecological, agricultural, and rural tourism product packages, etc.

Linking localities and businesses in the supply chain of tourism products and services from transportation, shopping, cuisine, sightseeing, resorts, health care, conferences, seminars, sports, and events is also promoted to create attractive stimulus packages; attracting community participation in tourism activities.

Focus on promoting in key markets

According to the plan, the Ministry of Culture, Sports and Tourism will coordinate with relevant agencies to strongly implement tourism promotion activities in key markets such as Poland, the Czech Republic and Switzerland. In particular, the Vietnam Culture - Tourism Week will also take place in these European countries to celebrate the 75th anniversary of diplomatic relations... At the same time, domestic and foreign airlines are also encouraged to increase flight frequency and open more direct flights to serve the increasing number of international visitors.

The Vietnam National Administration of Tourism will host seminars and workshops on tourism product development, business connections, and destination surveys for international travel agencies.

One of the highlights of the 2025 Tourism Stimulus Program is the combination of promotion and technology through a tourism stimulus website to update businesses and localities with information, promotions and special events. Communication on digital platforms, social networks and the official website of the tourism industry will be promoted to reach the maximum number of tourists.

The stimulus program also encourages international travel businesses in Vietnam to register to organize tours under the visa exemption program. Businesses must ensure service quality, cooperate with airlines, hotels and tourist attractions to offer reasonable and attractive tour packages.

To ensure synchronous and effective participation, the leaders of the Ministry of Culture, Sports and Tourism requested that provinces and centrally-run cities develop and announce their own stimulus plans, combined with local tourism strengths. Destinations such as Hanoi, Ho Chi Minh City, Da Nang, Nha Trang, Hue and Ha Long will play a central role in this campaign./.

The 2025 tourism stimulus program is an important part of implementing Resolution No. 11/NQ-CP on visa exemption for citizens of Poland, the Czech Republic and Switzerland as well as implementing Resolution No. 25/NQ-CP on tourism growth targets.
