Lending under Resolution No. 11, helping economic recovery and development

After more than 1 year of implementing Resolution No. 11/NQ-CP dated January 30, 2022 of the Government on the Socio-Economic Recovery and Development Program (Resolution No. 11/NQ-CP), in Ha Nam province, about 4,000 customers have received loans with a disbursement amount of more than VND 232.5 billion. Thereby, contributing to helping the poor and policy beneficiaries invest in production and business, create jobs, and restore economic development after the COVID-19 pandemic.

Immediately after receiving preferential loan capital allocation from the Central Government under Resolution No. 11/NQ-CP, the Ha Nam branch of the Vietnam Bank for Social Policies quickly provided capital to beneficiaries with the goal of supporting poor households and other policy beneficiaries to overcome difficulties caused by the COVID-19 pandemic.

The family of Mr. Vu Ngoc Tu in Nham Trang village, Thanh Tan commune, Thanh Liem district has a multi-crop farm model with a variety of livestock and crops such as goats, ducks, and fish. At peak times, he also raised hybrid wild boars. Due to the impact of the COVID-19 epidemic and African swine fever, along with difficulties in finding output, his family suffered losses for a long time.

After accessing a loan of 100 million VND from the job creation loan program of the Thanh Liem District Social Policy Bank in mid-2022, Mr. Tu was very excited, because with the interest rate support of 2%/year, his family's difficulties were reduced, so that he could continue to invest and restore his adopted children and crops.

Tu's family is one of thousands of households in Ha Nam province that have received preferential credit loans under Resolution No. 11/NQ-CP of the Government. This capital has helped households have capital to invest in restoring production, raising livestock and poultry, growing fruit trees, buying seeds and fertilizers for production and small business services.

By the end of April 2023, the provincial branch of the Vietnam Bank for Social Policies had disbursed credit programs according to Resolution No. 11/NQ-CP, with outstanding loans reaching VND 232.5 billion with 4,062 borrowers; of which, loans for students to buy computers reached VND 19.3 billion, with 1,948 students of 1,118 households borrowing to buy computers and online learning equipment; loans for social housing reached VND 71.1 billion, supporting the construction of 182 social houses; loans to support employment reached VND 140 billion, with 1,905 borrowers; loans for non-public preschool and primary schools reached VND 2.2 billion with 27 non-public preschool and primary schools borrowing capital.

The branch has disbursed over VND1,173 billion in interest-supported policy credit programs to over 28,000 customers; provided interest rate support of 2%/year for loans with interest rates above 6%/year with a total support amount of VND14.2 billion.

Director of the Ha Nam Provincial Bank for Social Policies Branch Le Thi Kim Dung said: In the coming time, on the basis of overcoming difficulties in the process of loan implementation, in the coming time, we will continue to coordinate with relevant departments, branches, sectors and units to effectively implement Resolution No. 11/NQ-CP; strengthen the review of loan subjects; urgently complete documents, promptly disburse credit programs according to Resolution No. 11/NQ-CP, ensuring efficiency and correct subjects to promptly support the poor and other policy subjects according to the Government's regulations.

At the same time, promote propaganda and widely disseminate lending policies according to Resolution No. 11/NQ-CP, especially focusing on propagating social housing lending policies so that all individuals, organizations and businesses in need and eligible for loans can access the policy quickly, conveniently and most effectively.

Continuing the effective credit policy programs, the implementation of Resolution No. 11/NQ-CP is one of the solutions that will create more motivation and "resilience" for the economy, ensure social security, and support people in Ha Nam province to overcome difficulties caused by the COVID-19 pandemic.
