On February 10, the People's Committee of Dak To District (Kon Tum) confirmed that the locality has transferred 15 principals of kindergartens, primary schools and secondary schools in the area.
Ceremony to hand over decisions on the transfer and rotation of 15 principals in Dak To district
Previously, in August 2024, the People's Committee of Dak To District issued a plan to mobilize and rotate leaders and managers of schools under the district People's Committee.
According to the plan, the managers subject to rotation are principals of affiliated school units with 5 years or more of continuous work experience at a unit. In cases of less than 5 years, the District People's Committee will consider each specific case to decide. Implementation time is October 2024.
By the end of December 2024, the Standing Committee of Dak To District Party Committee had agreed on the policy, mobilized and appointed 15 principals of schools in the area. After that, the Dak To District People's Committee issued decisions to appoint and mobilize 15 principals for a period of 5 years, starting from January 3, 2025.
Of these, 4 kindergarten principals, 4 primary school principals and 7 secondary school principals in this district must be transferred to other jobs.
Immediately after a series of principals received the transfer decision, there were many conflicting opinions related to the incident.
Specifically, previously, Kon Tum Provincial People's Committee issued Document No. 2160/UBND-TH dated August 2, 2018 on stabilizing the team of teachers, staff and educational managers in the province.
The 15 transferred teachers are principals of kindergartens, primary schools and secondary schools in Dak To district.
According to this document, the Kon Tum Provincial People's Committee requires the Department of Education and Training and the People's Committees of districts and cities to only transfer teachers under their management authority during the period from after the end of the old school year to before the start of the new school year (from after June 1 to before September 1 every year).
Except for the following special cases, rotation is allowed during the school year such as: Serving urgent teaching requirements due to the establishment of a new school or a sudden increase in the number of classes and students; being disciplined and having to transfer work according to the decision of a competent authority; individuals wishing to transfer work in the event that they, their spouse, father, mother, biological child, or biological parents of the wife have a serious illness on the list of 42 serious illnesses issued with the Government's decree; other force majeure cases where the local teacher source cannot meet the requirements, in this case, the person being transferred must agree in writing.
Mr. Pham Quang Phuc, Head of the Dak To District Internal Affairs Department, said that the directive document of the Kon Tum Provincial People's Committee is that teachers cannot be rotated during the school year. However, the teachers subject to rotation in the locality are management staff, so it does not affect teaching. This rotation was planned in advance and does not affect teaching.
"Because the source of teachers is management staff who have worked in a unit for too long, they are forced to rotate. Because if they leave it too long, they are afraid that they will not be guaranteed, according to regulations, the head of the unit cannot serve more than 2 terms. The direction of the district is to consider the option of some schools showing signs of internal disunity. Although there are no clear signs of internal disunity, they must rotate because they are afraid that if they leave it too long, many complications will arise," said Mr. Phuc.
