On the morning of June 7, continuing the program of questioning groups of issues in the field of ethnic minorities, participating in explaining and clarifying related issues, Deputy Prime Minister Tran Luu Quang shared that the answers of Minister Hau A Lenh were almost complete and quite frank and responsible. The Deputy Prime Minister said that he would report on the socio-economic development program for ethnic minority and mountainous areas, expanding 3 more national target programs.

“First of all, with the responsibility assigned to directly command the implementation of these three programs, we would like to admit our shortcomings before the National Assembly and the people living in ethnic minority and mountainous areas because the programs are very slow and have not met the requirements,” said the Deputy Prime Minister.

Citing figures, Deputy Prime Minister Tran Luu Quang said that as of May 31, the capital for 2022 for this program only reached over 58% of development investment capital. Capital for 2023 alone only reached over 17% of development investment capital.

“Many areas and ethnic minorities living in the border areas and fence areas of the country are trying to endure many difficulties to keep every inch of the sacred land of the Fatherland, so we realize that our responsibility is very heavy,” the Deputy Prime Minister shared.

Deputy Prime Minister Tran Luu Quang "shared the fire" with the Minister and Chairman of the Ethnic Committee on the morning of June 7.

The Deputy Prime Minister pointed out that there are some major problems in implementing the program. First of all, the number of issued documents is very large, the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas alone is integrated from 118 policies, 10 projects, 22 sub-projects, 55 components, under the management of 23 Central Ministries and branches, so there are still many overlaps and conflicts.

The Prime Minister has issued Official Dispatch No. 71, in more than 2 months, 18/18 ministries have had 59 documents responding, resolving 261/339 questions from agencies and localities. Regarding the remaining contents, the Government is preparing to amend Decree 27, issue and adjust a number of circulars.

The amendment of Decree 27 is being urgently carried out. Today, the Government will assign the Ministry of Planning and Investment to synthesize and explain the Government's report, trying to issue it before June 15.

Reality at the local level also shows that localities cannot disburse much central capital, but can disburse a large proportion of local counterpart capital, which shows that the regulations are still complicated and cause difficulties, so removing these regulations will create a good impact.

In the coming time, with the attention of National Assembly delegates, the Government will continue to promote the removal and completion of a solid legal basis so that the Program can be disbursed as required .
