Accordingly, this circular regulates the forms of association, enrollment, organization and management of training, graduation recognition and granting of degrees in joint training with foreign countries at university, master's and doctoral levels, applicable to Vietnamese higher education institutions, Vietnamese organizations and individuals, foreign higher education institutions and related foreign individuals.
Compared to the 2020 circular, this draft circular has more specific and detailed regulations and especially has a form of direct training association while the previous circular only had online training and a combination of direct and online training.
Form of training association
The draft regulation on direct training cooperation is applied at all three levels: university, master's and doctorate. At least 70% of the total training program must be taught directly.
In direct training cooperation with foreign countries, at least 70% of the total training program volume must be taught directly.
The online form is only applied at the university level, in which 50% or more of the total training program duration (including teaching, guidance, learning and assessment activities) is carried out on the online training system.
The combined direct and online form is applied at all three levels of university, master's and doctorate, in which from over 30% to under 50% of the total duration of the training program is carried out through the online training system.
Regulations on enrollment quotas
In case of using the same quality assurance conditions of Vietnamese universities, the scale and enrollment targets for joint training with foreign countries belong to the total annual enrollment targets of Vietnamese universities.
In case of not sharing the same quality assurance conditions of Vietnamese universities, the scale and enrollment quotas are approved by competent authorities or determined autonomously by the affiliated parties according to their authority with principles and quality assurance conditions not lower than current regulations on determining enrollment quotas applicable to Vietnamese universities.
In particular, the draft regulation stipulates that the admission subjects and admission conditions must meet the Government's regulations on foreign cooperation and investment in the education sector and joint training programs, in which proof of entry-level foreign language proficiency is one of the prescribed certificates.
Foreign lecturers teach at least 25% of the total program volume.
The organization and management of training must comply with Government regulations on foreign cooperation and investment in the field of education regarding training programs, teaching staff, facilities and equipment, training locations and quality assurance requirements.
These are teaching plans; assigning lecturers, thesis and dissertation supervisors; learning support staff; organizing exams, tests, assessments, and recognition of completion of subjects or modules; guiding, assessing, and defending projects, theses, projects, dissertations, and dissertations; recognizing graduation, granting diplomas, etc.
Lecturers of foreign universities (full-time lecturers, permanent lecturers who are directly teaching in the corresponding training program of the institution in the host country) must ensure that they preside over and are responsible for teaching at least 25% of the total volume of the training program when collaborating with Vietnamese universities.

Diplomas of joint training programs must have full information on the diploma according to the regulations of the degree-granting party; have a diploma appendix (in Vietnamese, English or the native language of the foreign university implementing the joint training) including the following information: name of the joint training program, form of joint training; training time in Vietnam and abroad; language used during the study process; training level...
Universities must publicize regulations on training cooperation with foreign countries, information on training cooperation programs that have been and are being implemented, and evidence that they meet quality assurance conditions...
