Directing decisively, trying to create changes in capital disbursement

On the morning of August 24, Mr. Nguyen Hong Hai - Vice Chairman of the Provincial People's Committee chaired a meeting of the Steering Committee for National Target Programs (NTPs) for the period 2021 - 2025 to listen to reports on disbursement and planning for 2024. Attending the conference were representatives of relevant departments, branches, and sectors, members of the Steering Committee and online connection with the Steering Committees for NTPs at district and commune levels in the province.

According to the report of the Department of Planning and Investment, in 2023, the Prime Minister assigned the central budget development investment capital plan to Binh Thuan province to implement the National Target Programs of 365,661 billion VND. Of which, the National Target Program on New Rural Development is 168,627 billion VND; the National Target Program on Sustainable Poverty Reduction is 53,731 billion VND and the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas is 143,253 billion VND.

As of August 18, 2023, the whole province has disbursed 10,155 billion VND, reaching 2.78% of the capital plan, of which: The National Target Program on New Rural Development has disbursed 2,776 billion VND, reaching 1.65% of the plan; The National Target Program on Sustainable Poverty Reduction has not been disbursed; The National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas has disbursed 7,379 billion VND, reaching 5.15% of the plan. In addition, according to the 2023 plan, the provincial budget counterpart capital assigned to implement the National Target Programs is 65,791 billion VND, with the accumulated disbursement to date being 81 million VND.

According to the assessment of the Department of Planning and Investment, by August 2023, departments and branches had basically deployed the system of documents directing and implementing the National Target Programs for the period 2021 - 2025. However, the implementation is still slow compared to the requirements, and disbursement is still low. This limitation has many causes, including the coordination between the department assigned to be the program owner and related local departments and branches is not close, not regularly proactive, and not fully promoting the sense of responsibility in reviewing the work assigned by the Provincial People's Committee; encountering problems and difficulties but slow to advise on timely solutions. In addition, the preparation of project documents at the commune level is still slow...

After listening to the opinions of the delegates attending the meeting, Vice Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee for the National Target Programs for the period 2021 - 2025 of Binh Thuan province Nguyen Hong Hai assessed that the disbursement of investment capital is quite favorable, with the ability to achieve the set targets. However, there are still many obstacles in the career capital, concentrated in the Department of Agriculture and Rural Development and the Department of Labor - Invalids and Social Affairs. Therefore, the leaders of the Provincial People's Committee requested these units to promptly issue a number of policies as a basis for localities to implement. The leaders of the Provincial People's Committee also criticized a number of departments, branches and localities that were assigned capital but had very low capital disbursement implementation such as Phan Thiet City, Tuy Phong, Department of Labor - Invalids and Social Affairs; Department of Education and Training, Department of Culture - Sports and Tourism, Ethnic Minorities Committee, etc.

At the same time, it is requested that the three departments take the lead in reviewing the difficulties in the localities to find solutions and assess the ability to disburse capital for timely adjustment.

With the goal set from now until the end of 2023, the whole province must disburse 100% of capital in 2022 and 95% of capital in 2023. Therefore, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested departments, branches and localities to urge, direct strongly, try to create changes, have changes in the coming time. Accordingly, the Department of Planning and Investment redesigned the form to update progress, urge to remove difficulties.

Regarding the 2024 plan, the Vice Chairman of the Provincial People's Committee requested the 3 departments and branches in charge of implementing the National Target Programs to coordinate with departments, branches and localities to proactively develop the 2024 capital plan and submit it to the Provincial People's Committee within the prescribed time.
