Direct sales or in Vietnam called multi-level marketing appeared in Vietnam since the early 2000s after Vietnam officially joined the WTO. In 2023, the National Assembly issued the Law on Consumer Protection, which codified regulations on the management of multi-level marketing activities. The Government issued Decree No. 18/2023/ND-CP amending and supplementing a number of articles of Decree No. 40/2018/ND-CP on the management of multi-level marketing activities. This Decree provides more conditions for screening businesses in the market.
Next, in 2024, the Government continued to issue Decree No. 55/2024/ND-CP detailing a number of articles of the Law on Consumer Protection, including regulations on multi-level marketing management. From there, only large and strong businesses that are willing to continue investing will satisfy these strict conditions, helping this industry develop sustainably in the Vietnamese market. At this time, the number of businesses in the industry has decreased significantly, but the industry's sales have always grown continuously. This shows that the multi-level marketing industry has entered a framework and gradually achieved sustainable development under the direction of state management agencies.
